commercial air services to replace the Navy's EC-24A program will be
available on the NAVAIR home page (www.navair.navy.mil) on or about 24
Feb 99 for industry review and comments. The requirement is for
contractor-furnished and maintained aircraft that are capable of
supporting contractor-acquired and Government-furnished mission
equipment used for high powered radar jamming electronic warfare
training services world-wide, but predominently on the east and west
coasts of the US. A contract for a base period and nine option years is
planned. This is a DRAFT RFP only. Proposals are not being solicited.
However, industry comments and recommendations are requested no later
than 8 March 99. Acquisition streamlining and commercial practice
comments and recommendations are welcomed. Please consider the H-10
Limitation of Government Funds clause when submitting comments. All
comments and recommendations will be reviewed and may be incorporated
into the final RFP. Because industry comments are solicited at this
time, alternate proposals will not be considered after the final RFP is
issued. Please provide written comments, either through the U.S. postal
system or electronic mail system, no later than 8 March 99. Posted
