E-MAIL: Tracie Rounds, roundstl.lg@usafa.af.mil. The USAF Academy is conducting a competitive sourcing study utilizing OMB Circular A-76, AFI 38-203 and AFMAN 38-209. The purpose of the study is to determine if it is more efficient for government operated or contractor operated functions within the Cadet dining facility, Mitchell Hall. The study will include such services as waiters, sanitation, cooks, food preparation, housekeeping, building and warehouse maintenance, building security, and receiving. This list is not all-inclusive. Mitchell Hall staff currently serves three meals per day, seven days a week with the exception of some school vacations. Monday -- Friday, two of those meals are served sit-down family style simultaneously to approximately 4000 cadets within five minutes of seating. The other meals during the week and weekends are usually served in a buffet style or other sit down fashions. This is a varied operation that will also include seasonal field style kitchens and service and outside catering in addition to service at Mitchell Hall. The facility is approximately 223,000 square feet on three levels. Housekeeping and janitorial duties will be required for the entire facility, in addition to some outdoor ground maintenance. This requirement is restricted 100% for small business interests. Services shall be provided in accordance with all USAF and Academy procedures/regulations. This service is subject to the Service Contract Act. The solicitation will be released on or about 20 Apr 99. The RFP will be posted on the Electronic Posting System (EPS) home page. Any interested contractors that identify themselves for this procurement will be placed on the Offerors Mailing List, which will be available electronically at the above EPS Internet address. The RFP will close and proposals will be due at the above address on or about 30 June 99 @ 2:00 local Colorado prevailing time. Offerors are encouraged to subscribe/register for this solicitation number through EPS to ensure they automatically receive all documents associated with the procurement in a timely manner. Any resulting contract will include a mobilization period, a basic year, and four one-year options.
