220-7423 The Coast Guard is seeking professional engineering and design
services to provide site survey and design engineering services for
modifications to eleven Coast Guard LORAN Stations (Dana, IN; Attu, AK;
St. Paul, AK; Port Clarence, AK; Kodiak, AK; Tok, AK; Shoal Cove, AK;
George, WA; Middletown, CA; Fallon, NV; Searchlight, NV). LORAN
Stations are typically comprised of guyed antennas (300-1000 feet tall)
and self-contained facilities (transmitters, generators and offices).
The Coast Guard intends to replace the existing vacuum tube
transmitters with new solid state transmitters. The design or selection
of the new transmitter is not part of this solicitation: however, it is
anticipated that coordination with the supplier of the solid state
transmitter will be required. Currently, there is only one known
manufacturer of LORAN solid state transmitters (www.megapulse.com). The
work shall consist of two phases, the initial base award and one
option: Phase I -- (Basic Contract Award) Site survey and
recommendation; and Phase II -- (One or more Options) Design services
to modify the facilities. The initial Phase I deliverables are expected
to be required in early Fall of 1999. -- Phase I shall consist of : (1)
Site surveys to evaluate what physical modifications are required at
each facility to accommodate new solid state transmitters (i.e.
physical space modifications, HVAC, power supply requirements). (2)
Recommendations for reliability and remote operation improvements to
the facilities. These may include: (a) Tower Details (ground plane
condition, lightning projection, paint, lighting, structural, etc.) (b)
HVAC (waste heat recovery system, cooling, airflow, condition,
longevity, etc.) (c) Power Distribution System (UPS, replacement of
outdated panel equipment) (d) Generator Sets, Prime Movers, ATS
(Including Remote Monitor/Control Capability) (e) Lightning Protection
(Tower) (f) Security, Hardening, Anti-terrorism standards, tower base
protection (g)Transmitter/Antenna matching details (signal strength,
bridge antenna, etc) (h) Grounding, Bonding, Shielding adequacy (i)
Building Assessment (j) Airport Runway Details (k)Installation details
(measurement, parts, tools, shipping, space, storage, etc.).
Professional services may include producing master plans, basic
facility requirements, engineering evaluations, feasibility studies,
site studies, documentation of capital improvement projects,
environmental documentation, site plans, landscape plans, rendering,
graphics and presentation briefs. -- Phase II, Shall consist of design
services to produce construction documents and construction support
based on the Coast Guard's review of recommended actions and
preparation of appropriate Statement of Services. Each of the 11 sites
involved will be individually priced for cost control. The total
estimated construction cost associated with the construction
solicitation(s) is expected to be approximately $40M over 4 fiscal
years. Design and Engineering Services may include the following
disciplines: project manager, architectural and site planning, civil,
structural, mechanical, environmental and electrical engineering,
landscape architectural, cost estimating, surveying and drafting,
report writer and typist. Documents shall be produced in formats
compatible with AUTOCADD 14 and desktop publishing programs. -- The
evaluation criteria, in descending order of importance, are: (1)
Professional qualifications of the firm's staff and consultants to be
assigned to the project related to evaluation, planning, and design
services. (2) Specialized experience of the firm in related work. (3)
Capacity and capability of the team to finish the work on schedule. (4)
Past record of effective performance with the Government and private
clients. (5) Project team organization, key personnel roles and
responsibilities and quality control procedures. (6) Geographic
proximity to FDCC Pacific, Seattle, WA. -- Firms desiring consideration
must submit SF 254, SF 255 and any sub-consultants SF 254, including
organizationalchart of key personnel to be assigned to this project.

30 days (first day following a weekend or holiday) after publication of
