REVISES CBD ANNOUNCEMENT DATED 6 APRIL 1999. GROUND BASED NAVIGATION
AIDS FOR POLAND. The Global Air Traffic Operations/Mobility Command and
Control System Program Office (GATO MC2 SPO) is supporting the upgrade
of ground base navigation aids and communications equipments for
Poland. These upgrades help provide the Polish Ministry of Defense
interoperability with NATO aircraft and communications equipments. The
GATO/MC2 SPO is requesting information from industry in support of a
Foreign Military Sales/Financing Program for the Polish Ministry of
Defense. This is a Request for Information (RFI) only. It is not a
Request for Proposal, or solicitation, or an indication that the
government will contract for these supplies. The government will not
pay for information received in response to this RFI. This RFI is for
two basic equipment groups and services. The first group includes two
(2) Mobile TACAN Systems (AN/TRN-26 or equivalent), to include
electronics, outfitted tactical equipment shelters (MM-6000 variant or
equivalent), antennas, all necessary cabling and interconnects, a one
year warranty, spare parts, manuals, test equipment, factory
acceptance testing, installation and integration, and shipping. The
second group includes four (4) Category II ILS systems (Mark 10 or
equivalent and ICAO Annex 10 compliant), localizers, glideslope, inner
marker, middle marker, outer marker, localizer far field monitor,
shelters, remote control and status equipment, a two year warranty,
factory acceptance testing, spare parts, test equipment, installation
and integration, manuals, and shipping. Contractor support (i.e., in
country and on site) to Air Force Security Assistance Training Squadron
for operator and maintenance training will also be required. All
warranties will start from completion of installation, integration and
checkout at the military airfield sites. The equipments described
above will be installed and integrated at two military airfields in
Poland. The ground based NAVAIDS and installation and integration
services will be acquired for the Polish Ministry of Defense using
Foreign Military Sales (FMS) procedures. Installation, integration, and
checkout as well as certification support to the Polish Ministry of
Defense is required. These military airfields have legacy air traffic
control and navigation equipments, which will remain in use across a
10-year transition phase out period. The items described above will be
co-located with the existing legacy systems and ground based radio
communications equipments. Integration of the TACAN and ILS items
described above will be required to minimize harmful interference and
allow both systems to effectively perform, and minimize harmful
interference to/from items & equipments in the operating area.
Interested parties should describe their experiences in integrating the
required equipments with legacy ground based NAVAIDS systems.
Interested parties are requested to provide a rough order of magnitude
for performing site surveys at two military airfields in Poland. The
items described above are considered to be mature commercial off the
shelf items. Operations and maintenance manuals shall be in the English
language. Delivery of all items to Polish sites would occur no later
than 12 months from date of contract award, inclusive of the time
required by the vendor to comply with all export laws and regulations.
Interested parties should provide product information meeting the
above stated requirements no later than 20 days from date of this

Poland Groundbased NAVAIDS). All responders are requested to indicate
if they are a large business, small business, small disadvantaged
business, 8(a) concern or women-owned small business. In addition,
contractors will indicate whether or not their equipments and services
are offered through the GSA schedule or any other government-wide
agency contract. Contractors desiring to do business with the Air Force
shall be registered in the DoD Central Contracting Reporting System.
