70 -- THE SIMPLIFIED TAX AND WAGE REPORTING SYSTEM (STAWRS), HWC DATABASE SOL M:P:I:D-STAWRS-2 DUE 051499 POC Alycia Dougans Taylor, Contracting Officer (202)283-1281 and Phil Corn, Technical Contact (202)874-0704 WEB: STAWRS Web site (No RFP to download), http://www.treas.gov/stawrs. E-MAIL: Contracting Officer's email address, alycia.dougans.taylor@ccmail.irs.gov. The Simplified Wage Reporting System (STAWRS)project is a Federal and state partnership initiative for the purpose of reducing tax and wage reporting burden for the nation's 6.7 million employer. The program focuses on three core areas -- Simplified Requirements, One-Stop Customer Service, and Single Point Filing. In September 1998, STAWRS announced the availability of the Harmonized Wage Code (HWC) Database via the STAWRS web site. The HWC Database is an analysis of 1996 federal and state employment tax laws. This includes the federal and state income tax withholding laws, the state unemployment insurance tax laws, the social security and Medicare tax laws in the Federal Contributions Act (FICA), and the Federal Unemployment Tax Act(FUTA). With the HWC Database, a user is able to analyze how any given component in one employment tax law compares to a related component in another law, by showing whether the components are identical, similar or different. For example, one may determine how federal and state law treat any one component, such as "meals and lodging." The STAWRS web site presents two versions of the HWC Database, one for downloading into Microsoft Access and another for on-line interactive analysis. The HWC Database was developed in support of the Hamonized Wage Code analysis. The HWC Project's ultimate goal is to develop a recommendation for adoption by federal and state agencies to make employment tax laws more consistent across federal and state boundaries. Making laws more consisitent and harmonious will reduce employer burden. STAWRS is seeking sources interested in establishing future partnerships that would continue to maintain the HWC Database. If your company is interested in participating in this partnership, please submit an electronic statement of interest to the Contracting Officer via email at (alycia.dougans.taylor@ccmail.irs.gov) on or before May 14, 1999. Please include your company name, company address, a company contact with phone number and email address and any other information you may deem necessary. For more information about the STAWRS project, go to the STAWRS web site (www.treas.gov/stawrs). Posted 04/29/99 (W-SN325884). (0119)
