E-MAIL: Bertha Burns, burnsb@eglin.af.mil. Eglin AFB has a requirement to Upgrade HVAC Building 1328, Eglin AFB FL. THIS IS A "TRADE-OFF" (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the "Best Value" to the Government in accordance 15.3. The Government reserves the right to award to award a contract to other than the lowest proposed price. This project includes furnishing all plant, labor, equipment, and materials and performing all operations in connection with upgrading the HVAC equipment and the fire alarm system at Building 1328, Eglin AFB FL. In general, the work consist of replacing two chiller water air handling units and associated hot water reheat coils, enclosing the existing lean-to covers for these units, replacing the outside air/return air dampers on two existing penthouse air handling units, retrofitting the penthouse air handling units with DDC controls, resetting the outside air quantities on the penthouse units, adding a backup direct expansion air conditioning unit for the PMEL lab, balancing all air handling units, and replacing the fire alarm system for the building. Proposal due date of 2 August 1999 IS ONLY AN ESTIMATED DATE. Estimated dollar range is between $100,000 and $250,000. NOTE: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this solicitation, either before or after RFP closing, with no obligation to the offeror by the Government. Performance period is 120 calendar days.
