This project includes furnishing all plant, labor, equipment, and materials to Upgrade HVAC & Electrical, Gun Test Facility Bldg 410, Eglin AFB FL. This is a "Trade-Off" Contract. Award will be made based upon the "Best Value" to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the low proposed price. In general, the work shall consist of the following: An asbestos phase for boiler and pipe insulation; Demolition of an existing steam boiler and its associated piping, controls, and other system components; Demolition of unit heaters, air handling units and ductwork, and related items; A new HVAC system to include air handling units with heating and cooling coils, new ductwork and accessories; A new hot water boiler for heating; Providing a new air-cooled chiller; All associated piping, related components, and direct digital controls for the systems; The existing air-cooled chiller is to be evacuated and sealed and turned over to the Government; The electrical work will be primarily for the removal of multiple electrical services to the building and combining them into a single service; Other electrical work related to the removal and replacement of the HVAC systems. The facility will be occupied and will remain in operation during the construction, so there will be a phasing plan for the construction. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials complete in accordance with the specifications.
