Sea Systems Command has a potential requirement for the development of
power conversion equipment for Integrated Power System (IPS) risk
reduction demonstrations. The IPS program explores alternatives to the
present ship system architectures which provide separate propulsion
and ship service power. IPS ships are electric drive, with the
production of electric power for propulsion and all other ship
requirements from common prime movers. The goal of the power system is
to reliably convert and distribute electric power of the appropriate
type and quality to user loads. This function is achieved by using
direct current electrical distribution within a zonal architecture,
where user loads are divided into separate electrical zones. Modules
which may be acquired will support continued IPS Full Scale Advanced
Development testing at the land based engineering site (LBES) located
at NSWCCD/SSES Philadelphia, Pa. and also an at-sea demonstration
aboard the R/V TRITON British trimaran test ship. The particular items
to be developed convert prime mover/generator power (4160 VAC for LBES
and 6600 VAC for trimaran) to nominally 1100 VDC for across zone
distribution (known as PCM-4) and DC to DC power conversion for within
zone isolation (known as PCM-1). Additional system hardware and ship
integration is necessary to fully execute the trimaran demonstration.
The acquisition strategy for this procurement has not been determined.
Consideration is being given to the conduct of initial design and
requirements definition effort with the participation of multiple
vendors which may then be down selected to those fabricating the test
modules. A draft of the statement of work for this requirement will be
available at the NAVSEA contracts department web site
(www.contracts.hq.navsea.navy.mil) by approximately 15 June 1999, or
may be obtained from the points of contact listed below. It is
requested that interested industry participants obtain the draft of the
statement of work and provide feedback to the Navy on itscontent by
July 2, 1999. To provide a forum for vendors to interact with the
requirements office (PMS-510), an industry day has been scheduled for
June 29, 1999 in which presentations of details of the requirement will
be presented by the Navy and opportunities for vendors to provide
feedback will be given. A preliminary agenda for this day includes
background on the IPS program, discussion of the status of testing to
date, the acquisition strategy, module performance specifications,
discussion of statement of work requirements, a tour of the IPS LBES,
and time allotted for vendor feedback. The location will be the
building 633 third floor conference room, NSWCCD/SSES, Philadelphia
Naval Business Center, Philadelphia, PA. Interested vendors should
