This is the second synopsis for an OMB Circular A-76 Cost Comparison Study of Personal Property Services within the Southwest Region. The intent of the study is to determine the most efficient and cost effective method of providing Personal Property Services within the Southwest Region. The activities participating in this study are FISC San Diego and NCBC Port Hueneme. There are approximately 44 Government positions affected by this study. Services include, but are not limited to, entitlement counseling, inbound/outbound move management, non-temporary storage management and all other functions associated with the transportation of personal property. The performance period includes a base year and four one-year option periods. A separate phase-in period will be required. The anticipated contract type is Fixed Price Plus Award Fee. This acquisition will be conducted under Standard Industrial Classification Code 7389 which establishes $5M threshold as the ceiling for small business size. In accordance with OMB Circular A-76, the offer determined to represent the best value to the Government will be compared to the Government's proposal to perform said services. Interested parties are invited to access, review and comment on our Draft Performance Work Statement (PWS) located on the FISC San Diego Web page (http:// www.sd.fisc.navy.mil). This PWS has been revised since the first synopsis. In addition, interested parties are reminded that the draft PWS is a working document and is subject to revision before official solicitation. THE NAVY IS SEEKING QUALIFIED SMALL BUSINESS CONCERNS THAT PROVIDE THESE SERVICES. The proposed acquisition may be competed as a Small Business Set-Aside based upon the level of responses from small business concerns and their technical capabilities briefings. Respondents requesting to be added to the list of potential sources must identify their business status (i.e. HUBZone small business, Small Disadvantaged Business (SDB), Woman-owned, Large, or Small business), the corporate pointof contact, voice and fax phone numbers, as well as e-mail and normal mailing addresses. Small Business firms should provide a Technical Capability Package of no more than 3 pages. The package should include a qualification statement, any other documentation to demonstrate the contractor's ability to perform the work delineated in the Draft PWS, and not more than three references for previous or current Department of Defense (DOD) contracts for similar work. If you do not have DOD contracts, then list other federal, state, local, or commercial contracts, in that order. Other than small business concerns are invited to submit their company information in response to this synopsis, provided that all parties understand that this contracting office reserves the unilateral right to issue this requirement as a set-aside or unrestricted. Other than small business concerns are not required to provide Technical Capability Packages. Those companies who have already submitted this information do not have to submit it again.
