CBD announcement constitutes a Notice of Contract Action (NOCA) under
Foreign Military Sales (FMS) Case PL-D-DAD. The Global Air Traffic
Operations/Mobility Command and Control System Program Office (GATO MC2
SPO) is supporting the upgrade of ground base navigation aids and
communications equipments for Poland. .Acquisition of Mobile TACAN
equipment is required. TACAN equipments support the Polish Ministry of
Defense interoperability with NATO Air Operations. The Air Force
intends to award a contract to MOOG Montek to support the acquisition,
and integration, for the following: two (2) Mobile TACAN Systems
(AN/TRN-26, MM6000); two (2) S-250 tactical equipment shelters;
antennas; all necessary cabling and interconnects; a one year warranty
beginning after installation and checkout at the military airfields in
Poland; spare parts; manuals; test equipment; factory acceptance
testing; installation and integration; and shipping. The equipments
will be installed and integrated at two military airfields in Poland.
These TACANs and services will be acquired under Foreign Military Sales
(FMS) and FAR Part 12 procedures. The military airfields in Poland have
legacy air traffic control and navigation equipments, which will remain
in use across a 10-year period. The TACAN items will be co-located with
the existing legacy systems and ground based radio communications
equipments. The TACANs will require integration into the airport
environment such that they will minimize and be resistant to harmful
interference from items/equipments in the operating area. Operations
and maintenance manuals shall be in the English language. Delivery of
all TACAN items and services to Polish sites will occur not later than
12 months from date of contract award. The Air Force anticipates the
award of a contract for the period from 22 Sep 1999 through 31 Dec
2000. The proposed contract action is for services for which the
Government intends to solicit and negotiate with one source under
authority of FAR 6.302-1. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. Interested firms should include in their response: the
company name; address; CAGE code; a point of contact; size of business
(i.e., large business; small business/small disadvantaged business, 8
(a) concern, or small women-owned business); and indicate if U.S. or
foreign owned entity. In addition, any responses shall address the
firm's capabilities to perform all tasks outlined above. See the

Responses must be received no later than 15 calendar days after the
date of this publication and should not exceed ten (10) pages on 8 X 11
inch paper with type no smaller than 10 pitch. The Government
anticipates award of a contract on or about 22 September 1999. This
synopsis does not constitute a Request for Proposal; neither restricts
the government as to the ultimate acquisition approach, nor should be
construed as a commitment by the Government. The Government will
consider all responses to this notice received within 15 days after
