E-MAIL: Bertha Burns, burnsb@eglin.af.mil. Eglin AFB has a requirement to Upgrade HVAC Building 1328, Eglin AFB FL. THIS IS A "TRADE-OFF" (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the "Best Value" to the Government in accordance 15.3. The Government reserves the right to award to award a contract to other than the lowest proposed price. This project includes furnishing all plant, labor, equipment, and materials and performing all operations in connection with upgrading the HVAC equipment and the fire alarm system at Building 1328, Eglin AFB FL. In general, this project is primarily for the repair of, and additions to, the HVAC systems in building 1328. Some minor duct and hot water coil changes will be required. Also, some minor carpentry and masonry work is included. Two existing air handling units located on the exterior of the building are to be enclosed so that the areas around the units become mechanical rooms. Two air handling units in a penthouse on top of the building are to have their return air dampers replaced. A backup direct expansion air conditioning system is to be added for one area of the building. A new direct digital control system is to be provided for all of the HVAC equipment. All of the air systems are to be balanced. The existing fire alarm system for the building is to be replaced. Proposal due date of 16 August 1999 IS ONLY AN ESTIMATED DATE. Estimated dollar range is between $100,000 and $250,000. NOTE: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this solicitation, either before or after RFP closing, with no obligation to the offeror by the Government. Performance period is 120 calendar days.
