SYNOPSIS/SOLICITATION. Wright-Patterson AFB, OH has a requirement to
provide fleet service to 445 AW aircraft, 88 ABW Transient Alert
aircraft and quarterly fleet service training to 87 APS military
personnel. 17(i) This is a combined synopsis/solicitation for
commercial services, prepared in accordance with (IAW)the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. 17(ii) Solicitation #F33601-99-R-9006 is a Request for Proposal
17(iii) This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-12.
17(iv) This is an small business set-aside. The standard industrial
classification (SIC) codeis 4581. The small business size standard is
$5.0M. 17(v) This acquisition has three line items for the base year
and three line items for each option contract period: Line 1 is for
fleet service for 445 AW aircraft, line 2 for quarterly fleet service
training for 87APS military personnel, and line 3 is for fleet service
for Transient Alert aircraft. The period of performance is 1 Oct 99 --
30 Sept 00. Four one year options may be awarded. Proposals will be
provided for each year; (the base and optional years), totaling 5
years. 17(vi) All work will be IAW the attached Statement of Work
(www.pixs.wpafb.af.mil) 17 (viii) Solicitation provision at FAR
52.212-1, Instructions to Offerors- Commercial, (Oct 1995) is hereby
incorporated by reference. Contractor shall provide past performance
information on recent and relevant contracts for the same or similar
service including contract numbers and points of contact with phone
numbers. 17 (ix) FAR 52.212-2 Evaluation Commercial Items; Evaluation
criteria to be included in paragraph (a) of provision 52.212-2 are as
follows: (1) technical capability to perform the service to meet
Government requirements; (2) past performance and price are equal.
Price: Line item 0001-Price will be submitted by cost per
month-(estimated 100 missions per month) Line item 0002-price will be
submitted by cost per training session (four training sessions per
year) Line item 0003-price will be submitted by cost per service to
provide fleet servicing to transient aircraft. 17 (x) All offerors
shall include with their offers a completed copy of provision 52.212-3,
Offeror Representations and Certification Commercial Items 17 (xi)
Clause 52.212-4, Contract Terms and Conditions, Commercial Items (Oct
95), is hereby incorporated by reference. 17(xii) The following
