additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation is issued as
Request for Proposal DAKF23-99-R-0215. The document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. SIC code is 7363; small business size standard is
$5,000,000. Solicitation is set aside for small business concerns. The

prior experience, past performance and price. Prior experience and past
performance, when combined, are significantly more important than
price. Prior experience will be evaluated based on information provided
by offerors. Past performance will be evaluated based on information
provided by the offerors' customer/client references. Past performance
information obtained from any other sources will also be considered.
Offerors without a record of relevant past performance information or
for whom information on past performance is not available will not be
evaluated favorably or unfavorably on past performance. Award will be
made to the responsible offeror whose offer represents the best value
after evaluation in accordance with the stated factors. ). Offerors
must submit completed copies of AR 52.212-3 Offeror Representations and
Certifications Commercial Items (JUN 1999) and DFARS 252.212-7000
Offeror Representations and Certifications Commercial Items (NOV 1995)
with proposals. Offers are due not later than 4:00 P.M. 15 September
