COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 14,1999 PSA#2431D -- INFORMATION MANAGEMENT AND COMMUNICATIONS The USAF Academy is
conducting a competitive sourcing study utilizing OMB Circular A-76,
AFI 38-203. The purpose of the study is to determine if it is more
efficient for government or contractor operated functions within the
Communications Squadron and the 34th Training Wing. This is the first
Sources Sought synopsis and Request for Information for solicitation
F0561100R0002 only to determine industry interest and capability. All
potential contractors are asked to submit capability statements
expressing their interest. The statement should include past
performance information similar in scope to this initiative, references
with phone numbers, the business size, point of contact, and any other
pertinent information. The briefs will be used as part of the market
research and to determine if this acquisition for should be set-aside
for small businesses or proceed in an unrestricted manner. A letter
stating your interest or requesting a copy of the solicitation is not
sufficient to determine contractor capability. The study will include
such services for the Communication Squadron as software development
and associated systems support, records management and administrative
communications support, official mail distribution system, document
imaging, information technology equipment and software accountability,
management and support of base wireless communications, ground-to-air
radio and public address systems maintenance, television engineering,
audiovisual maintenance, media services (video, photo, presentations,
and graphics), publications and forms management, and support staff
functions. Further the services will include the interface and
interaction of the following 34th Training Wing and Cadet Wing
programs: smart card technology, oversight of the cadet networked
application for software and hardware operation and maintenance
interface, software product customer support, voice management system,
web page development, Cadet In-Processing communication and computer
support and numerous special projects for the cadet wing. This list is
not all-inclusive. The Communications Squadron and the 34th TRW
provide a broad spectrum of communications disciplines currently
supporting a base populace of about 3000 for base and headquarters
requirements. In addition to the operational requirements, there are
the Cadet academic and athletic related mission requirements for
approximately 4000 cadets and the support faculty and staff. THE
SERVICES REQUIRED DO NOT INCLUDE THE LOCAL AREA NETWORK, COMPUTER HELP
DESK OR BASE TELEPHONE SYSTEMS. This service is subject to the Service
Contract Act. The RFP and all associated documents when issued will be
posted on the Electronic Posting System (EPS) home page. The Internet
address is http:// www.eps.gov and is then listed under EPS for
Vendors and Direct Reporting Units. NO SOLICITATION IS AVAILABLE AT
THIS TIME. When a draft and final RFP are available, they will be
advertised. Any interested contractors identifying themselves for this
procurement will be placed on the Offerors Mailing List, which will be
available electronically at the above EPS Internet address. No date has
been established for the RFP issuance. Offerors are encouraged to
subscribe/register for this solicitation number through EPS to ensure
they automatically receive all documents associated with the
procurement in a timely manner. All associated documents will also be
released electronically unless a written request is received from
contractors justifying hard copies. Any resulting contract could
potentially include a mobilization period, a basic year, and four
one-year options. The projected Standard Industrial Classification is
