Specialist, (212)264-9118 This solicitation is for diving services,
which will primarily be performed in New York Harbor, its tributaries
and adjacent waterways between Suffolk County, Long Island, New York,
and Monmouth County, N.J. The contract will consist of 5 dives during
the period of performance. Any additional dives, if any, will be added
by modification to the contract. The services consist of recovering
underwater equipment, removing lines entangled in propellers, changing
propellers on vessels having propeller shaft sizes under 3 inch
diameters, minor hull repairs requiring underwater welding, pier
inspections and obstruction inspections using an underwater video
camera. A written report is required after each diving operation. The
District Diving Coordinator or Ordering Officer will give no less than
24 hours verbal advanced notice to the contractor to commence a job.
Under emergency conditions, Contractor will be given advanced
notification of 2 to 24 hours. Diving shall be performed in accordance
with the latest edition of the U.S. Navy Manual, the latest versions
of the Corps of Engineers Safety and Health Requirements Manual EM
385-1-1 and Engineering Regulation ER 385-1-93 and OSHA regulations.
Divers must provide past two years training history and general
commercial dive and marine construction experience including any union
or industry ratings or qualifications prior to the award of this
contract. To insure divers are performing contract dive work on a
regular and routine basis, they must submit a summary of commercial
dives performed in the past two- (2) years prior to the award of this
contract. This procurement is restricted to Small Businesses. The SIC
code is 7389 with a size standard of $5million. The period of
performance is one (1) base year, and four-option years. The estimated
cost range of this project is between $32,000.00 to $50,000.00 per
year. The specification package will be available on or around 13
October 1999. There is no charge for the package. Parties requesting
