Environmental Protection Agency (EPA) has a requirement for the
"Wetlands Information Hotline" which supports the Wetlands Division of
the Office of Wetlands, Oceans and Watersheds. The Hotline will be the
central point of contact for the Wetlands Division to handle queries
from the public and industry representatives concerning Wetlands
Information. Queries can be via 800/888 phone calls, E-Mail, or other
electronic means. Individuals manning the hotline must have
considerable background and training in environmental policy and law.
Today's phone and electronic communications systems provide a vast
array of options for this service. The Hotline will quickly respond to
public interest questions and oral and written requests for
information about wetland programs and issues. Specifically, the
Hotline will: (1) provide a mechanism for EPA to respond to inquiries
from the public and regulated community; (2) answer questions on
wetlands issues and alternatives for their protection; (3) serve as a
referral point for document availability and process document orders;
(4) provide required reports to EPA, including statistical data on
volumes, response time and analysis of requests. Central to this
information service is the EPA approved reference material (and
subsequent updates) which will be provided by EPA to the Contractor
when the contract is awarded. The Hotline is expected to respond to
contacts, averaging from 400 to 600 a month. The hours of operation are
from 9:00 am to 5:30 pm EST, Monday through Friday, except for Federal
Holidays. The Contractor shall provide trained personnel, office
equipment, computers and facilities. EPA is to provide Government
CENTREX lines and FTS 2000 telephone service. The base period will
consist of 12 months. Two 6 month Option Periods are also anticipated.
All responsible sources who submit a proposal will be considered by
the Agency. Solicitation PR-CI-99-13992 will appear on the Internet. It
may be accessed through the EPA's home page on the World Wid Web

It is anticipated that that this RFP will be available mid October.
