Armament Center (AAC), 46th Test Wing, EO/IR Seeker/Sensor Systems
Flight (TSWI) plans on issuing a Request for Proposal (RFP) for
delivery of 3 ruggedized Focal Plane Array (FPA) Calibratable Camera
System (FPACCS). The FPACCS must have a compact, ruggedized optical
head and control electronics, that will operate in the Supersonic
Airborne Tri-gimbaled Infrared System (SATIRS) pod, a turreted
instrumentation pod that is carried by an F-15 aircraft. FPACCS must
operate in this environment at altitudes from sea level to 50,000 feet,
and at airspeeds up to mach 2. The optical head must be of the size to
fit into one instrument bay of the SATIRS turret system, that is it
must fit into 1/4 of a 10.25 inch radius sphere. TSWI desires to
procure three systems to make fully calibrated banded Infrared (IR)
measurements in the 1-3 micron (1 camera) and 3-5 micron (2 cameras)
regions of the electromagnetic spectrum. The FPACCS shall be fully
calibratable in accordance with a rigorous calibration method defined
by TSWI that shall include internal environmental monitoring of
temperature and humidity, including the lens and individual pixel gain
and offset controls. The Field of View (FOV) for the system should be
5 o X 5 o +/- 1 o, with an Instantaneous Field of View (IFOV) for each
pixel no greater than .07mrad optical resolution. The optical head
shall have a remotely controlled motorized optical focus, provide at
least three remotely selectable filter positions and a remotely
selectable internal calibration source. The data output from the system
shall be 12 bits/pixel digital data at 30 frames per second (fps) and
in a compatible format for recording on an Ampex DCRsi 240
instrumentation recorder. The contractor shall also provide a complete
operator's console system that can operate the optical components of
the system at distances of up to 100 ft and provide a data storage
capacity for 2 hours of continuous data collection. The optical head
shall provide a standard RS-170 analog video output suitable
forrecording on a standard videocassette Recorder (VCR) or as an input
to a video tracking system. The SIC Code is 3861. The government
anticipates awarding a contract for this to Devoe and Matthews of Ft.
Walton Beach, Florida. Design or technical data is not available for
this requirement. All responsible sources may submit a proposal in
response to the solicitation which will be considered by the agency.

or potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
Program Manager or Contracting Officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Matters of routine or administrative nature
concerning this acquisition should not be addressed to the Ombudsman
but rather to the Contracting Officer, Contract Specialist, or the
