SERVICES AND SUPPORT (OSSS) CONTRACT SOL FA2550-99-R-0006 POC
Contracting Officer, Captain Steve Peck, (719) 554-2808 DESC: This is
a synopsis to give information on the Operational Space Services and
Support (OSSS) Contract acquisition beginning Fiscal Year 2001. The
effort consolidates major portions of the Network Support Program (NSP)
in 2001 and Space Operations and Maintenance (SOM) contracts (beginning
in 2003) along with other requirements. The information in this notice
is based on the best and most current information available to date.
This information is subject to change and is not binding on the
government. Initial release and updated information will be provided on
the EPS website at www.eps.gov beginning 5 Nov 99 (run search for
solicitation number). SCOPE: The 50th Space Wing (50 SW) is seeking
qualified contractors to provide services required to operate,
maintain, provide logistics support, and train essential personnel for
50 SW satellite programs under the cognizance of Air Force Space
Command (AFSPC). For the purpose of this acquisition, the space
programs consist of a network of USAF ground stations and control
centers that provide Telemetry, Tracking, and Commanding (TT&C). This
acquisition effort provides support for 50 SW assets located at
Schriever Air Force Base and multiple worldwide Remote Ground
Facilities (RGFs). Support will be required at Vandenberg Tracking
Station (VTS), Lompoc CA; Eastern Vehicle Checkout Facility (EVCF),
Cape Canaveral AS FL; Gaithersburg, MD; Diego Garcia Station (DGS/DGO),
British Indian Ocean; Thule Tracking Station (TTS), Thule AB Greenland;
Hawaii Tracking Station (HTS/HtWI), Kaena Point, Hawaii; Guam Tracking
Station (GTS), Anderson AFB Guam; Telemetry and Commanding Station
(TCS), Oakhanger, Hampshire UK; New Hampshire Station (NHS), New Boston
Air Station, New Boston, NH; Ascension Island (ASC); Kwajalein Atoll
(KWJ); Colorado Tracking Station (CTS), Schriever AFB CO; and various
space operations organizations also located at Schriever AFB. Below are
responsibilities that will require support under the new contract.
These requirements are subject to updates and changes. SPECIFICS: The
contractor shall manage resources and personnel to provide effective
and continuous operations, maintenance, logistics, training, travel of
contractor personnel, technical assistance, technical/management
meetings support, and cost performance data. The contractor shall
select and provide personnel who are qualified and have the required
security clearances to perform the needed services within the required
timeframes. The overall classification access of this contract will be
secret/sensitive compartmented information (S/SCI) and at selected
continental United States locations the contractor shall be required to
be cleared at the Top Secret/Single Scope Background Investigation
(TS/SSBI) level. The contractor shall perform additional duties that
will vary from site to site. They are, but not limited to, site mail
and messages services, courier service, copier monitor, site tours and
familiarization, telephone control, vehicle control officer, safety
representative, security manager, disaster preparedness, ionization
radiation program, escorting, land mobile radio management, and
upgrades/construction oversight. The contractor shall develop and
maintain current documentation essential for accomplishing government
requirements. The contractor shall be required to participate with
other Participating Associate Contractors (PACs). The contractor shall
be required to participate in simulated exercises impacting all facets
of the performance requirements. OPERATIONS AND OPERATIONS SUPPORT: The
contractor shall plan, schedule, direct, organize, coordinate, and
execute all actions necessary to conduct operations and sustain the
operability of Communications-Electronics (C-E) equipment located at
the RGFs worldwide. The contractor shall be required to support all
operations up to 24 hours per day 7 days a week, dependent on location,
to sustain uninterrupted mission support. Support shall be provided at
Schriever AFB as mission requirements dictate. Support shall consist
of some or all of the following for the various 50 SW satellite
programs; operations planning, pre-launch support, pre and post pass
support, orbital and attitude analysis, technical advice, anomaly
resolution, mission specific support, and operational/ technical
studies and analysis, launch and early orbit support. MAINTENANCE: The
level of maintenance will be organizational (level 1) and will vary by
site and unit. The contractor shall be required to troubleshoot, track,
conduct configuration control, perform trend analysis on equipment
being maintained, and restore to an operational condition. Differing
degrees of contractor support will be required at varying locations up
to 24 hours per day 7 days per week. The contractor shall manage,
plan, provide status, and perform corrective and preventive maintenance
to include calibration of C-E and other equipment. The contractor shall
be required to maintain a library and needed accounts for technical
orders and any other documentation needed for assigned equipment. The
contractor shall be required to enter all applicable maintenance
actions into the Core Automated Maintenance System (CAMS). The
contractor shall perform and document the installation and checkout of
minor modifications the government designates for installation by site
personnel. On larger modifications the contractor will assist during
installation, testing, and review of documentation. At NHS, the
contractor shall maintain a certified Type III Precision Measurement
Laboratory (PMEL) IAW the AFMETCAL Program. An additional
responsibility includes the operation, maintenance, deployments, setup,
and checkout of the transportable assets. The contractor shall provide
level 1 software support including installation of software/database
changes, procedure and database maintenance, systems administration,
configuration control, and administering and maintaining Local Area
Networks at various RGFs. Operational verification, checkout and test
support will be required for any software and/or hardware changes for
select elements. LOGISTICAL SUPPORT: The contractor shall provide and
utilize logistical network liaison support. Provide logistical support
analysis in design, sustainment, and modification reviews. The
contractor shall direct and control all logistics pertaining to
management, control, acquisition, and safeguarding of supplies,
materials, and Government Furnished Equipment (GFE). When items are not
available through the Standard Base Supply System (SBSS) and a
government item manager is not available, then the contractor will be
authorized to purchase the items. The contractor shall establish and
monitor supply point and bench stock levels and material inventories.
The contractor will be required to submit Material Deficiency Reports
(MDRs). Directs receipt of spares/parts/equipment shall be processed
through the SBSS as applicable and have full accountability. The
contractor shall provide the least costly transportation services
available to meet operational requirements. The contractor shall
establish and maintain management products and organizational document
files. CIVIL ENIGINEERING: A wide variety of civil engineering support
is required at selected RGFs, and dependent on the level of support
provided by the host bases. At selected RGFs, contractor support shall
include Real Property and Real Property Installed management,
environmental management, fire protection, lodging management, refuse
management, custodial services, disaster preparedness and energy
conservation management. TRAINING: The contractor shall provide
qualified personnel who shall conduct technical training for government
personnel. The contractor shall develop and maintain programs that
identify, evaluate, control, and eliminate problems that can impact
safety and health and on-orbit capabilities. The contractor shall
provide industrial and physical security, resource protection, security
training, Computer Security (COMPUSEC) account management, and a
Security Awareness Training and Education (SATE) Program.
MISCELLANEOUS: The contractor shall interface with host base programs.
At New Boston Air Station the contractor shall provide security forces
support. The contractor shall be required to perform records management
IAW guidance provided by the government. The contractor shall be
required to keep current and accurate publications for required
libraries. The contractor shall comply with Freedom of Information Act
and Privacy Act policies and procedures. The contractor shall
implement and maintain a quality program to ensure all supplies and
services offered for acceptance comply with the PWS requirements.
ACQUISITION EVENTS: A pre-proposal conference will be held 15 Nov 99
for prospective contractors. The meeting will be used to identify
special emphasis items in the RFP. It will also be a forum for
contractors to ask questions of the government. Written proposals are
due 22 Dec 99 with oral presentations beginning on 24 Jan 99. FURTHER
COMMUNICATIONS: The government will utilize a World Wide Web site
(www.eps.gov) to release information pertinent to this acquisition. A
bidders library located at Schriever AFB CO, Building T-66 has been
established. This library is available to offerors as of 5 Nov 99.
