Notice of Contract Action (NOCA) of a proposed Request for Proposal
(RFP). The Global Air Traffic Operations, Mobility Command and Control
System (GATO MC2) Program Office will issue a RFP on/about 29 November
1999 on the HERBB. This requirement is to replace the present obsolete
Terminal Instrument Procedures (TERPS) software tool. Interested
contractors should see the Hanscom Air Force Base acquisition web site
for additional information (www.herbb.hanscom.af.mil, Current Business
Opportunities, AFTERPS-R). AFTERPS-R will be a software-based product
that assists the user in developing instrument procedures and
conducting obstacle evaluations for instrument operations. Instrument
Procedures are an essential element to support aircraft operations.
This state of the art system will enable rapid design and increase the
accuracy of instrument procedures using United States Air Force
(USAF), Federal Aviation Administration (FAA), North Atlantic Treaty
Organization (NATO), and International Civil Aviation Organization
(ICAO) criteria. It will also provide an audit trail for each procedure
developed. AFTERPS-R will significantly reduce instrument procedure
development and validation time, human error, increase design accuracy
and reliability, and provide an open architecture that can accommodate
a distributed structure. AFTERPS-R will provide the instrument
procedures electronically to National Imagery and Mapping Agency
(NIMA). These criteria will be accomplished in accordance with the
Requirements Correlation Matrix (RCM). Our acquisition approach is to
award a single contract under Full and Open Competition in accordance
with FAR Part 15 using an Indefinite Delivery/Indefinite Quantity
(ID/IQ) contract with the minimum order being Engineering Management
Development (EMD) FPIF, which includes 5 licenses for test and
evaluation. The production Best Estimated Quantity (BEQ) is 255
licenses with a maximum of 320 licenses. A joint Contractor-Government
Test Team will be established during EMD to perform incremental and
acceptance tests. The Contractor will train the USAF testers and
trainers, approximately 6 to 12 Government personnel. The Contractor
will also train approximately 339 Government personnel at Contractor
facilities in the United States; non-U.S. facilities will be
considered. Interested Contractors desiring to do business with the Air
Force shall be registered in the DoD Central Contracting Reporting
System. An Ombudsman has been appointed to address concerns from
interested firms during this phase of the acquisition. The Ombudsman
does not diminish the authority of the Program Director or Contracting
Officer, but communicates contractor concerns, issues, disagreements,
and recommendations to the appropriate Government official. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of responses, source selection, or formulation of
acquisition strategy. The Electronic Systems Center's Ombudsman is Col

contacted only with issues or problems that have been brought
previously to the attention of the program manager and/or contracting
officer and could not be resolved satisfactorily at that level. Please

request for competitive proposals. The Government anticipates Request
for Proposal release on or about 29 November 1999 with contract award
March 2000. This NOCA does not constitute a Request for Proposal, and
it does not restrict the Government as to the ultimate acquisition
approach, nor should it be construed as a commitment by the Government.
An Acquisition Ombudsman, Colonel Steven H. Sheldon, Director,
Commander's Staff, has been appointed to hear concerns from offerors or
potential offerors during proposal development. You should only contact
the Ombudsman with issues or problems you cannot satisfactorily resolve
with the program manager and/or contracting officer. The Ombudsman role
is to hear concerns, issues, and recommendations and communicate these
to the appropriate government personnel. The Ombudsman will maintain
strict confidentiality if desired. The Ombudsman does not evaluate
