procurement is being conducted under the Commercial Item Procedures of
FAR Part 12 and FAR Part 13.5, Test Program for Certain Commercial
Items, and is set aside exclusively for small business concerns under
Standard Industrial Classification Code 7389. The solicitation for this
requirement is located on this Web site (www.eps.gov) (under Treasury
then Office of Thrift Supervision) and should be downloaded from there.
The Office of Thrift Supervision (OTS) requires a contractor to provide
storage and distribution of OTS_ inventory of published materials.
Inventory space is required for 50 to 100 skids of OTS reports,
publications, handbooks, brochures, and manuals. Contractor shall fill
and ship orders for this inventory of OTS published materials.
Contractor shall have the capability of receiving requests for these
materials via mail, phone, fax, or the internet and shall ship orders
within three days of receipt of request. If requested, overnight
shipment of orders shall be made by the contractor. All shipments are
to be tracked by the Contractor from request through receipt by the
requester. Contractor shall collect the price of each published item
from the requester either by check or credit card payment and deposit
these payments in an OTS account. Contractor shall maintain an
electronic, paper, and mailing label list of names and addresses of all
requesters. The OTS will provide the existing list of names and
addresses to any new contractor in an electronic format. Contractor
shall provide monthly inventory reports to OTS_ COTR indicating the
current balance of OTS published materials in its stock as well as
monthly status reports showing the previous month_s sales and
shipments. Contractor shall arrange pick up of OTS published items from
OTS_ printing contractor or OTS_ Washington D.C. site to replenish its
stock or within 24 hours of request by the COTR. Contract period is
anticipated as a base and four one year option periods. FAR clause
52.217-8, Option to Extend Services, for an additional6 months will be
included in the contract. Two unbound copies of a technical and price
proposal are to be submitted to: Jim Harden, OTS Procurement 3Rd
Floor, 1700 G Street, N.W., Washington, D.C. 20552 by 4pm Eastern
Daylight Time, December 10, 1999. Proposals will be evaluated on the
following criteria: Technical approach of offeror to meet the
government_s requirement; past performance on recent and relevant
contracts for the same or similar services; and price. Award will be
made to the contractor whose proposal is determined by the government
to be the best value in satisfying this requirement. All questions on
