The Naval Surface Warfare Center Indian Head Division, Detachment Earle has a requirement for C-Grab Lifting Device, engineering services to support armament carrier development. Efforts are to be provided in major task areas of engineering support, electrical design, automated electrical controls, and mechanical fabrication of a fully adjustable carrier device with an overhead lift capacity of 10,000 pounds. The optimum performance period for this effort is 120 days. The offeror shall have facilities capable of complete engineering services with mechanical/electrical capabilities. Offeror is required to produce engineering drawings. Certified weight testing capability of a fully fabricated armament carrier suspended from an overhead crane is required. The award shall be based on "Best Value". The Government will determine best overall value on the basis of the following Evaluation Factors (in descending order of importance): (1) Offeror Submission; (2) Offeror Cabpability which includes: (a) Past Performance, (b)Experience, (c) Manufacturing Method and Quality Control, and (d) Resources. (3) Price or Estimated Cost and Fee. This will be a cost type contract. The quantity will be 1 each of the Type "M",C-Grab Lifting Device with either an infrared remote control or a hard wired pushbotton pendant, 1 each of the Interface Beam Design. If the option year is exercised, the quantity will be 1 thru 3 of the Type "M", C-Grab Lifting Device only. The Delivery schedule will be 120 days from the date of award. The option year, if exercised will be 120 days after it's exercised. The purposed contract is small business set-a-side.
