THIS IS A "TRADE-OFF" (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the "Best Value" to the Government in accordance 15.3. The Government reserves the right to award to award a contract to other than the lowest proposed price. This project includes furnishing all plant, labor, equipment, and materials and performing all operations in connection constructing a new live fire launch facility at Site D-3, Cape San Blas. In general, the work include construction of 2 concrete pads, access roads for heavy trucks and a concrete foundation for a relocated electrical distribution building. Electrical power to the northern pad and the electrical distribution building at the southern pad will be routed underground from the existing overhead power lines as indicated on the drawings. Concrete pads will include grounding and tie down systems. Proposal due date of 23 February 2000 IS ONLY AN ESTIMATED DATE. Estimated dollar range is between $100,000 and $250,000. Performance period is 95 calendar days. All responsible sources may submit a proposal, which shall be considered by the agency.
