Contractors who are interested in obtaining the CD-Rom should submit
their request on your company letterhead the following information:
Solicitation Number and Title of Project, Complete Address, Point of of
Contact, Area code and phone number, Area code and fax number, E-mail
address, identify whether the firm is a prime contractor,
sub-contractor or supplier, indicate whether the firm is a small
business, small disadvantaged business, large business and if the firm
is a women owned business along with a Company Check, Cashier's check
or Money Order in the amount of $17.00 and mail to DEFENSE AUTOMATED
PRINTING SERVICE, BUILDING 4-D, ATTN ROY BOWSER, 700 ROBBINS AVE.,
PHILA., PA 19111-5094. Each check must be payable to the SUPERINTENDENT
OF DOCUMENTS and annotated with the applicable solicitation number. The
CD-Rom will be sent via First Class U.S. Mail upon availability to
those contractors whom have rendered payment. If a contract number is
not annotated as required or your check is not made payable to the
SUPERINTENDENT OF DOCUMENTS, your check will be returned unprocessed.

register on the "Solicitation Registration" Section by going to the
Website (www.efdnorth.navfac.navy.mil) on the left under Table of
Contents click on "Contract and Bid Opening Information", click on
"Contract Information" click on "Planned Solicitation", click on the
"Solicitation number" then scroll down to "Solicitation Registration",
input your firm's information and click on "Register Contractor" after
completing these steps, your firm is now listed on the planholder's
list. General Description: The Department of Navy (DON) intends to
issue a Request for Proposals (RFP) for the Repair/Paint VLF Towers
(Phase II) at the Naval Computer and Telecommunications Station, at
Cutler, ME. Proposals will be evaluated on the basis of the following
evaluation factors: 1) Price and 2) Technical factors, which include,
a) Relevant Past Performance; b) Management Approach; c) Technical
Experience, Expertise and Qualifications; d) Environmental Control; e)
Safety Narrative; and f) Commitment to Small Business Concerns. The
work includes the removal of lead and PCB containing paint, grating,
bolts, railings, obstruction lights, beacon lights, controls, conduit
and wire from eighteen existing VLF towers and counterweight towers
which range from 200 to 980 feet tall; the provision of paint, grating,
bolts, miscellaneous structural repairs, railings tow boards,
obstruction lights, beacon lights, controls, conduit and wire for
eighteen existing VLF towers and counterweight towers which from 200 to
975 feet tall and incidental related work. The project is estimated at
between $1.0 million and $5.0 million dollars and will include three
options each estimated between $1.0 and $5.0 million dollars. Estimated
contract award date is March 24, 2000 and the estimated start date is
May 2000. The SIC Code is 1623 and the size standard is $17.0 million
are applicable to this contract. This solicitation will be issued as
unrestricted. Official Planholders will be maintained on and can be
printed from the web site. Planholders lists will not be faxed and will
only be available from the web site. Recording companies and Blueprint
companies are also required to pay for the CD-Rom. Notification of any
changes to this solicitation (amendments) shall be made only on the
Internet. It is therefore the contractor's responsibility to check the
internet site listed below daily for any posted changes to the
solicitations documents. Per the Debt Collections Improvement Act of
1996, the Defense Federal Acquisition Regulation Supplement (DFARS) has
been amended to require all contractors to register in the Department
of Defense (DOD) Central Contractor Registration (CCR) Database. Be
advised for solicitations issued after May 31, 1998, failure to
register in the CCR makes an offeror ineligible for award of DOD
contracts. Information regarding this registration may be obtained by
accessing our web site at http://www.ccr2000.com. or by referring to
DFARS Subpart 204.703. Offerors should submit verification of their
firm's registration in the CCR Database with their proposal. (Many
firms and commercial printing services have the capability to print the
RFP and RFP planholders list off the internet) A pre-proposal
conference will be held approximately two weeks after issuance of the
RFP. This is a modification to a previous pre-solicitation notice only.
Exact RFP issuance and closing dates, as well as the date and location
of the pre-proposal conference, will be set forth in the second CBD
synopsis for this acquisition, which will be issued prior to release of
