General Description: The Department of Navy (DON) intends to issue a Request for Proposals (RFP) for the Repair/Paint VLF Towers (Phase II) at the Naval Computer and Telecommunications Station, at Cutler, ME. Proposals will be evaluated on the basis of the following evaluation factors: 1) Price and 2) Technical factors, which include, a) Relevant Past Performance; b) Management Approach; c) Technical Experience, Expertise and Qualifications; d) Environmental Control; e) Safety Narrative; and f) Commitment to Small Business Concerns. The solicitation will also have 4 option in lieu of 3 options. The work includes the removal of lead and PCB containing paint, grating, bolts, railings, obstruction lights, beacon lights, controls, conduit and wire from eighteen existing VLF towers and counterweight towers which range from 200 to 980 feet tall; the provision of paint, grating, bolts, miscellaneous structural repairs, railings tow boards, obstruction lights, beacon lights, controls, conduit and wire for eighteen existing VLF towers and counterweight towers which from 200 to 975 feet tall and incidental related work. The project is estimated at between $1.0 million and $5.0 million dollars and will include three options each estimated between $1.0 and $5.0 million dollars. Estimated contract award date is March 24, 2000 and the estimated start date is May 2000. The SIC Code is 1623 and the size standard is $17.0 million are applicable to this contract. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. Per the Debt Collections Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFARS) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database.
