Wage Reporting System (STAWRS) project is a Federal and state
partnership initiative for the purpose of reducing tax and wage
reporting burden for the nation's 6.7 million employers. The program
focuses on three core areas-Simplified Requirements, One-Stop Customer
Service, and Single Point Filing. In September 1998, STAWRS announced
the availability of the Harmonized Wage Code (HWC) Database via the
STAWRS web site (www.treas.gov/stawrs). The HWC Database is an analysis
of 96 Federal and state employment tax laws. This includes the Federal
and state income tax withholding laws, the state unemployment
insurance tax laws, the social security and Medicare tax laws in the
Federal Insurance Contributions Act (FICA), and the Federal
Unemployment Tax Act (FUTA). With the HWC Database, a user is able to
analyze how any given component in one employment tax law compares to
a related component in another law, by showing whether the components
are identical, similar or different. For example, one may determine how
Federal and state law treat any one of the components, such as "meals
and lodging." The STAWRS web site (www.treas.gov/stawrs) presents two
versions of the HWC Database, one for downloading into Microsoft Access
and another for on-line interactive analysis. The HWC Database was
developed in support of the Harmonized Wage Code analysis. The HWC
Project's ultimate goal is to develop a recommendation for adoption by
federal and state agencies to make employment tax laws more consistent
across federal and state boundaries. Making laws more consistent and
harmonious will reduce employer burden. STAWRS is soliciting proposals
from vendors interested in continuing to maintain the HWC Database.
The Internal Revenue Service is soliciting proposals for this
partnership. If you are considering submitting a proposal please

available on the Internal Revenue Service's Procurement website at
(http://www.procurement.irs.treas.gov) and all questions are due by
Thursday, February 3, 2000 by 12:00 p.m. EST and proposals are due by
Thursday, March 9, 2000 by 12:00 p.m. EST. Refer to the solicitation
