The United States Department of Energy, National Energy Technology Laboratory (DOE/NETL or DOE), formerly the Federal Energy Technology Center (FETC), is competitively soliciting applications via Program Solicitation DE-PS26-00NT40777 for a requirement entitled "High Pressure Combustion Kinetics." The overall objective of the solicitation is to obtain quantitative kinetic expressions required for flow simulation, design and operation of high pressure (12-33 atmosphere), high temperature (1600-3000 degree Fahrenheit) combustion systems, which operate in reaction environments ranging from sub-stoichiometic to oxygen enhanced, to serve as a basis for development of advanced combustion power systems. The design models to be developed from the small scale (lab- to small bench-scale) experimental program have the goal of analyzing, identifying and developing combustion systems with high potential to meet the goals of DOE's Vision 21. Vision 21 is a U. S. Department of Energy (DOE) program created to address development of cleaner and more economic fossil-fueled power systems that have sufficiently low technical uncertainties and opportunity costs to achieve commercial acceptance (for more details on Vision 21, see http://www.netl.doe.gov and search Vision 21). The solicitation specifically addresses coal-fired combustion systems. Through this solicitation, the DOE/NETL seeks to support applications in two program areas of interest: 1) Suspension fired combustion systems including pulverized coal and cyclone fired combustion systems, and 2) Fluidized bed combustion systems including bubbling, circulating, and transport fluidization combustion systems. The intent is to focus and integrate the experimental program to extend and/or develop computational combustion system models that can be used for evaluation and design of Vision 21 combustion systems. These systems that have a combustion component could produce power and/or transportation fuels and/or chemicals. Proposals that include an overall system concept (that has a high potential to meet Vision 21 goals) that identifies the combustion component and proposed operating conditions to focus the experimental program are highly sought. The experimental work must be a product for the extension or development of a specific (proposer defined) design model to characterize combustion systems defined in the areas of interest stated above. Teaming among organizations who specialize in technology development and marketing, equipment design, computational modeling, and experimental laboratory work is highly encouraged. Applications must be prepared and submitted in accordance with the instructions and forms contained in the Solicitation. DOE anticipates issuing financial assistance awards (cooperative agreements) for each project selected. DOE reserves the right to support or not support, with or without discussion, any or all applications received in whole or in part, and to determine how many awards may be made through the solicitation subject to funds available in this fiscal year. Approximately $3,000,000 is planned for this solicitation over a three-year period. The estimated DOE funding is $1,000,000 -- $1,500,000 per award. Cost sharing by the applicant is to be not less than 20% of the total proposed amount.
