for the carriage of containers for use in the U.S. Army's
Prepositioning Program, to be charter in accordance with MSC's DRYTIME
99 (5-99). The vessels must be self-sustaining for the
discharge/loading of all cargo both instream and pierside. Under this
acquisition, the Government will request rates under a charter period
of 30-months with one 29-month option for vessels that are currently
U.S.-flagged. Offers for these vessels may also contain rates on a firm
59-month basis. For vessels which require re-flagging prior to
performance and U.S. shipyard new builds, rates are requested on a firm
59-month charter period basis. Alternative proposals for laydays,
periods of performance may be considered. All interested parties shall
