The Naval Surface Warfare Center Indian Head Division, Detachment Earle, has a requirement for engineering services to support armament carrier development. Efforts to be provided in major task areas of engineering support, electrical design, automated infrared, or pendent controls, and mechanical fabrication of a fully adjustable carrier device with an overhead lift capacity of 10,000 pounds. The optimum performance period for this effort is 120 calendar days. The offeror shall have facilities capable of complete engineering services with mechanical/electrical capabilities. Offeror is required to produce engineering drawings. Certified weighttesting capability of a fully fabricated armanent suspended from an overhead crane is required. The award shall be based on "Best Value". The Government will determine best overall value on the basis of the following Evaluation Factors (in descending order of importance): (1) Offeror Submission; (2) Offeror capability which includes: (a) Past Performance, (b) Experience, (c) Manufacturing Method and Quality Control, (d) Resoures. This will be a cost type contract. The quantity will be 1 each of the Type M Straddle Carrier with either a infrared remote control or a hard wired pushbutton pendent, 1 each of the Interface Beam Design. If the option is exercised the quantity will be 1 thur 3 of the Type "M" Straddle Carrier. The delivery schedule will be 120 days from the date of the award. The option year, if exercised will be 90 to 120 days after its exercised. The purposed contract is small business set-aside.
