This solicitation will be available for downloading from our website beginning approximately 06 March 2000. Prior to this date, you will not be able to access this solicitation. When available, copies of this solicitation can only be obtained from the NSWC, Indian Head Division Internet web page. Use your email read notification feature to confirm the Contract Specialist's receipt of your registration. The government is not responsible for any undelivered e-mail transmissions. It's the requestor's responsibility to periodically check the IHDIV Contracts Division website for current status of solicitations and amendments. Once the solicitation has been issued on the internet, the contract specialist will send an e-mail messageto the registered requestors informing them that the solicitation is now available for downloading off the internet. This requirement is for the CNU-595/E Container. The CNU-595/E Container is a reuseable controlled breathing, humidity controlled container constructed of extruded aluminum. It is comprised of a cover assembly and base assemble and incorporates an inner schock mitigating system comprised of elasticomeric shock mounts to protect the missile during shipping, handling, and storage. The container features a missile restraint system to prevent rotation and longitudinal movement, a complete insensitive munitions sympathetic detonation (IMSD) protection. Side fork lift pockets, MK 45 Handtruck endlift fittings, hoist/tiedown rings, sealing gasket, record and desiccant holders, over-the-center tension type latches and stacking provisions. The container will experience truck, rail (on station movement only), air, and transfer-at-sea operations embracing both Connected Replenishment (CONREP) and Vertical Replenishment (VERTREP) methods of transfer. The award shall be based on "Best Vaue". The Government will determine best overall value on the basis of the following Evaluation Factors (in decending order of importance): (1) Offeror Submission, (2) Offeror Capability and (3) Price or Estimated Cost and Fee. Under the Offeror Capability the following factors will be evaluated: (1) Past Performance (2) Experience (3) Manufacturing Method and Quality Control and (4) Resources. The procurement quantity is as follow: Base Year, quantity 1 each for first article, and quantity 65 each for production. Option Year I and II quantity 65 each. The delivery time frame 120 days for first article after date of order. Production quantity 120 days after acceptance of first article. If first article is waivered, production quantity 120 days after date of order. Each Option Year quantity if exercised, shall be delivered 120 days after exercise of option. This procurement is total small business set-asided. The small business size code is 3443 for this procurement with a company employee's 500. Federal Supply Code is 81.40.
