Contractor(s) shall develop new crop insurance and other risk management programs that will include, among other things, conducting market research; proposing an appropriate risk management tool; creating forms, contracts, and procedures; creating actuarial or economic models that projects program income and expenses; and insuring that the program will comply with USDA/Risk Management Agency's business processing system and legislative authority. The contract will contain a base year and four, one year option periods. June 2, 2000, is the anticipated due date for proposal submission, not the date for the issuance of the solicitation (refer to the solicitation for the specific proposal due date and time which may be revised based on the actual solicitation release date). This procurement is set-aside for small businesses and is being conducted under SIC Code 6331. It is anticipated that this procurement will result in the award of multiple, Indefinite Delivery, Indefinite Quantity (IDIQ), fixed price contracts.
