Ordnance and Explosive (OE) response and services at various Formerly
Used Defense Sites (FUDS), active Department of Defense (DOD)
installations, DOD sites identified under the Base Realignment and
Closure Act (BRAC), property adjoining DOD installations, and other
federally controlled/owned sites which have been impacted by OE
Operations. OE response and services may occur at sites located in the
continental United States and worldwide at which OE materials were
previously stored, evaluated, disposed, or used for military training.
OE is a safety hazard and may constitute and imminent and substantial
danger to site personnel and the local populace. These contracts will
acquire the necessary services for the identification, location,
removal, and disposal of OE at sites in CONUS and OCONUS. The awardees
will integrate, manage, and execute all specified aspects of OE
response and services to include: system integration, data management
(i.e., geographical information systems, etc.), project planning,
historical data analysis, footprint reduction methodologies, field
reconnaissance, engineering evaluations and studies, applying
innovative technologies/approaches, geophysical mapping, anomaly
discrimination, cost analysis, risk analysis, risk management analysis,
statistical sampling and analysis, sampling, removal and disposal of
OE, regulatory interface and requirements, stakeholder involvement,
community relations, media support, and documentation. The selected
contractors will also perform Non-stockpile Chemical Warfare Material
(CWM) operations and comprehensive air monitoring for HTRW and CWM
operations. The overall objective is to clean areas of OE to the extent
that they become fully suitable for the intended usage purpose. A
two-phase evaluation process will be utilized for source selection
under this solicitation. Those respondents who are the highest-rated
offerors in Phase I will be asked to make an oral presentation during
Phase II. We anticipate the number of offerors down-selected to Phase
II will be approximately10. The initial phase will be the evaluation of
past performance, corporate experience, a technical problem, key
personnel and other resources, commitment to small business, and price
through a page limited written submittal. Those offerors selected for
preparation in Phase II must make an oral presentation for evaluation
of technical capabilities/approach and safety and management
capabilities. The contract will be awarded to the offerors who provide
the best value upon evaluation of all factors. This acquisition will
be conducted on full and open competitive basis, with two awards
reserved for small businesses and one award reserved for an 8(a)
concern. The period of performance is for a base year and includes
provisions for four one-year optional periods of performance. The
contract type will be an indefinite-delivery, indefinite-quantity type
contract with provisions for issuing fixed-price and
time-and-materials task orders. Approximately 85% of the task order
effort will be firm-fixed price. The contract will be a service
contract. The estimated maximum dollar value, including options, for
the contract awarded is $200 million. The estimated annual usage is $40
million. The total value for each award will not exceed $60 million. It
is anticipated that multiple awards will be made for this effort. This
is not a request for proposals (RFP). It is anticipated that the RFP
will be released on or about March 17, 2000 with proposals due on April
20, 2000. All offers must be received by the 20th day of April 2000 to
be considered timely. Minimally, offers must include the solicitation
number the name, address, telephone number, facsimile number, email
address, if available, a point of contact, complete with official title
and voice telephone number. Prospective offerors will have a full
opportunity in the acquisition to comment about any other aspect of the
solicitation. The Government intends to award a contract to the
responsible offeror whose offer conforming to the solicitation will be
the most advantageous to the Government, price and price related
factors considered. All responsible sources may submit a proposal,
which shall be considered by the agency. Telephone requests will not be
