National Radar Cross Section (RCS) Test Facility (NRTF), a division of
the 46th Test Group at Holloman AFB, New Mexico, intends to issue a
Request for Proposal (RFP) on or about 14 April 2000. The RFP will be
a competitive acquisition for the Operation and Maintenance (O&M) of
the NRTF. A presolicitation conference/ site visit at Holloman AFB is
planned for 7 March 2000. All information concerning the
presolicitation conference was provided in the draft RFP. The overall
contract type will be Cost Plus Award Fee (CPAF) with a basic 4-year
contract and two 2-year options. Foreign participation is excluded. The
SIC Code is 8744 with a small business size standard of $5M average
annual gross receipts. This acquisition will be unrestricted (full and
open competition.) Organizational Conflict of Interest: An
Organizational Conflict of Interest (OCI) clause, as defined by FAR
9.505-1, will be included in the RFP and resultant contract. All
offerors and proposed subcontractors must affirmatively state whether
they are or if they anticipate utilizing NRTF facilities for testing
purposes during the anticipated period of performance. Affirmations
should be furnished at the time of proposal submission. All facts
relevant to the existence or potential existence of organizational
conflicts of interest, as defined in FAR 9.501, and in the OCI clause
in the RFP, must be disclosed. This disclosure shall include a detailed
description of the action the contractor has taken, or proposes to
take, to avoid, neutralize or mitigate such conflict. The NRTF is the
premier DOD outdoor, ground-plane RCS measurement range. The NRTF
consists of two separate sites: Mainsite and the Radar Target Scatter
Advanced Measurements System (RAMS). RAMS is located approximately 30
miles northwest of Mainsite. Both facilities are physically located on
White Sands Missile Range. The NRTF provides test and evaluation
capability for DoD, other Government agencies and commercial entities.
Operations include management, administration and performance of test
operations, facilities operations, engineering services, radar cross
section scale model design and fabrication, safety support,
environmental compliance, security administration, logistics support,
training and technical support. Maintenance includes preventative and
corrective maintenance of real property and real property installed
equipment, automated data processing equipment, and heavy equipment and

ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Matters of a routine or administrative nature
concerning this acquisition should not be addressed to the Ombudsman,
but rather to the Contract Specialist or the Program Manager identified
