The 38EIG/PKL, Contracting Division, has a requirement for non-personal services for operations, maintenance and recurring support services of the Base Telecommunications System at Laughlin AFB TX. DO NOT request a hard copy of this solicitation. The RFP will be electronically issued using the Government Electronic Posting System (EPS) (www.eps.gov). The proposed contract is for a base year and four option periods totaling approximately 60 months. The system consists, in part, of: a Meridian 1, Option 81 (Central Office Switch) with Release 23 software and is equipped with approximately 1750 ports and wired for 10,000 ports; two Meridian Mail Voice Processing Systems, Release 12; Primary and Secondary Crash Conference System consists of two Siemens Hicom 300E, two Meridian 1 Option 11 Switching System; a Meridian 1 Option 61 Switching System, the Inside and Outside Cable Plants, Ancillary Equipment, and Customer Premise Equipment. There are both commercial and Defense Switched Network (DSN) trunks, access to FTS 2000, hot lines, data circuits, radio circuits, key systems, and crash nets. Foreign participation is permitted only at the subcontractor level. All responsible domestic offerors may submit proposals. For this acquisition, a concern will be considered small under SIC 7378 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
