Coast Guard is seeking information from potential sources to design and
construct a multi-purpose icebreaker for the Great Lakes. The
multi-purpose Icebreaker is intended to have both an icebreaking
capability and a buoy tending capability and is intended to be suitable
for both an open ocean and Great Lakes environment. The GLIB shall have
a length of 240 feet or less, beam of 60 feet or less, draft of 15.5
feet or less, sustained speed of 15 knots or better, and a minimum
design life of 30 years. The Coast Guard intends to use a performance
specification and design standards to communicate these requirements.
The previous two-phase acquisition strategy has been replaced by a one
phase strategy whereby contractors will complete the detail design
based upon a Coast Guard provided concept design, and construct, outfit
and deliver the ship. The purpose of this announcement is to determine
if sources capable of satisfying the Coast Guard_s requirement exist,
for supplemental information necessary to make a small business
set-aside determination, and for other purposes as specified in Part 10
of the Federal Acquisition Regulations. The Coast Guard has established
a web site (www.uscg.mil/hq/g-a/glib/) that reflects the technical
requirements (draft version) and the Coast Guard_s concept design
(draft version). The Coast Guard intends to contact organizations that
respond to this synopsis regarding industry_s capability and interest
in meeting the requirements. Potential sources capable of full
performance (i.e. design and construct) should respond to the
Contracting Officer by Email (CMcGill@comdt.uscg.mil), by letter to the
address above, or by fax (202-267-4019); email is preferred. Any
interested organization must respond within 7 calendar days of this
announcement. The Coast Guard previously conducted market
research/sources sought (3/26/99). Companies that did not respond to
the previous announcement should provide organizational information
(i.e. company name, address, business size status (for SSIC 3731),
design capability, POC). The Coast Guard does not intend to pay for the
information received. The information provided shall pertain to this
synopsis only. Respondents will not be notified of the results of the
source data received nor will a source list be provided. This
