The requirement of this project is for the procurement of a
construction firm to provide all labor, material, equipment, and
supervision necessary for upgrades to the central chilled water plant
at the Social Security Administration Complex in Woodlawn, MD. The
central chilled water plant at Woodlawn provides chilled water to the
Altmeyer, East High Rise, East Low Rise, and Operations Buildings
continually throughout the year. The project work includes all work
necessary for HVAC and Electrical Upgrades as described below. The
central chilled water plant will be reconfigured to provide primary and
secondary chilled water loops. As well, the following HVAC upgrades
include: 1) the existing 2800KW (800-ton) chiller will be replaced with
a new 4400KW (1250-ton) -134a centrifugal chiller (w/ variable
frequency drive), 2) the existing 2800KW (800-ton) cooling tower will
be replaced with a new 4400KW (1250-ton) tower (w/ variable frequency
drives and winterized), 3) four new primary chilled water pumps, and 4)
three new secondary chilled water pumps (packaged and skid-mounted).
The piping arrangement to accommodate the primary/secondary pumping
system will be configured in a manner which will allow for a hot-plant
phased construction which keeps a minimum cooling capacity (staged
from 3750 to 1250-tons on line at all times). The electrical system
upgrades included: 1) a new double-ended unit substation will be
installed with a main-tie-main configuration to serve the primary and
secondary chilled water pumps, 2) a new 480 volt substation will be
installed to serve the new chiller and the temporary chiller set-up,
and 3) modifications to the existing motor starters will accommodate
the removal of Chiller No. 4 and the existing chilled water pumps, the
increase of Chiller No. 4 condenser pump, and the inclusion of new
variable frequency drives for Cooling Towers. WORK OPTIONS include
terminal chilled water valve addition/replacement, modifications to
existing cooling towers and chillers, and upgrades to the DDC control
system. This is a metric project; drawings and specifications are
prepared using metric units, all shop drawings and project
communications will be required in metric as well. The estimated cost
range for this project, including all options is between $1 -- $5
million. The approximate duration of the contract will be 365 calendar
days. Since chilled water plant has year-round cooling requirements,
hot-plant replacement is required. The contract will be a firm fixed
price contract. The procurement method for the project will be a
competitive negotiated Request for Proposal (RFP). Source Selection
Procedures as identified in FAR PART 15.3 will be utilized in the
selection of a firm offering the best value to the Government in terms
of price and technical merit and whose performance is expected to best
meet stated Government requirements. The acquisition process shall
consist include the following: 1.) receipt of technical offers and
price proposals, (2) evaluation of technical offers (3) evaluation of
price proposals and 4.) upon completion of negotiations (if necessary),
receipt and evaluation of final proposal revisions. The technical
proposals will be evaluated to determine technical acceptability. The
technical evaluation factors for the evaluation process are: Past
Performance and Key Personnel Qualifications, and Organization
Structure. Demonstrated quality construction workmanship in projects
comparable in size, dollar value, complexity, team structure, and
purpose, as well as the quality of the proposed overall project team
and key personnel have been determined to be integral components of
this project. After technical proposals are evaluated using the
technical factors, price proposals will be evaluated. GSA reserves the
right to make award without discussions (negotiations). However, if
discussions (negotiations) are to be conducted, the contracting officer
will determine the competitive range. GSA will conduct negotiations
with firms who fall within the competitive range. Upon completion of
negotiations, offerors in the competitive range will be requested to
submit final proposal revisions. Upon receipt and evaluation of all
technical and price proposals, a formal selection of a firm will be
made that offers the greatest value to the Government based on a
combination of technical evaluation and price factors. For this
procurement, technical evaluation factors are more important than cost
or price. The SIC code for this procurement is SIC code 1542. This
procurement is being conducted on an unrestricted basis in accordance
with the Small Business Competitiveness Demonstration Program. Copies
