The 2d Contracting Squadron at Barksdale AFB LA intends to procure a contract for privatization of the natural gas distribution system at Barksdale AFB LA. Barksdale AFB LA is located in the northwest portion of Louisiana within the Shreveport/Bossier City metropolitan area and occupies approximately 22,000 square acres of land with approximately 773 buildings. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades and future system replacements. As a result of this solicitation, a firm will be selected to assume ownership and provide natural gas distribution service to various facilities located on Barksdale AFB LA. The successful firm will be required to buy the existing system from the Government and may be required to perform expansions to that system to meet future needs of the Government. This requirement will not include any purchase of natural gas. Barksdale AFB LA currently purchases its gas and its transportation from Reliant Energy. The resulting contract, if awarded, will require the contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system. The contractor shall manage the maintenance, repairs, replacement, of the system to ensure continuous, adequate, and dependable service. The contractor shall be responsible for funding all capital investments required to acquire, maintain, and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as described in an attachment to the RFP. The utility system will be conveyed via a Bill of Sale upon award of the contract. Barksdale AFB has 37 linear miles of main distribution and lateral system on the main base. Approximately 12 miles of main distribution and laterals are in the Family Housing Area consisting of approximately 729 family housing units. This requirement is unrestricted. Statement of Qualifications (SOQ's) and Past Performance information from potential offerors shall be submitted as directed in the RFP which will be posted on the Electronic Posting System (www.eps.gov) . This information will be required shortly after the release of the RFP and prior to receipt of the proposals. The solicitation will be available on or about 15 Jun 00.
