AREA: MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) SOL N62472-00-R-0800

a Modification to the Notices Posted to the CBDNet on March 7 and
printed issue date March 9, 2000 and posted to the CBDNet on April 6,
2000 and printed issued date April 10, 2000: This procurement is
UNRESTRICTED. It is the governments intention to award up to four (4)
separate contracts, encompassing a five (5) year performance period.
The scope of the work shall include new construction, alterations,
renovations, maintenance, repairs, demolition and including the ability
to do design build projects. Separate Task Orders will be issued for
each project. The Government reserves the right to award up to four
contracts under this solicitation or to award only one contract
covering only the seed project identified under the solicitation. The
solicitation will contain only one (1) seed project; Casting Pit
Modernization project at the Naval Business Center, Philadelphia, PA.
This project will be fully evaluated by the Source Selection Team on
the stated technical evaluation factors. A Bid Guarantee in the amount
of 20% of the bid amount shall be submitted with the proposal. The bid
guarantee will remain in full force and effect until the first delivery
order is issued under each separate contract. The seed project will
also be evaluated as to price reasonableness. It is the governments
intention to first select up to four (4) successful offerors for
contract award and to then determine which of the up to four (4)
selected offerors will receive the seed project. To select the up to
four (4) successful offerors for contract award, the government will
base the evaluation on the total cost proposed for the seed project and
other non-price factors. Up to four (4) firms offering the proposals
considered most advantageous to the government, will be selected to
receive the MACC contracts. After the selection of up to four (4) firms
that will receive the MACC contract awards, the government will
evaluate the individual cost proposal submitted for the seed project.
Only cost proposals received from the up to four (4) contractors
selected for MACC awards will be evaluated at this time. Award of
Casting Pit Modernization project may be made to low offeror or to the
offeror considered to be the best value to the Government for this
project considering all aspects of the RFP. Each of the up to four (4)
awardees that do not receive award of the seed project will receive a
minimum guarantee of $5000.00 to be reached over the contract
performance period of sixty months. The government reserves the right
to award additional Task Orders to other than the low bidder in order
to ensure that each participating contractor is awarded task orders to
meet the minimum contract guarantees. Subsequent Task Orders will be
competed only among the up to four successful contractors. Award of
each subsequent Task Order may be based on either Best Value to the
Government or low price. There is no set maximum amount to be awarded
under each of the up to four (4) contracts awarded other than that the
total amount for all task orders issued during the five (5) year term,
regardless of the number of contracts awarded, will not exceed the
amount of $150 million. The work contemplated under this procurement
encompasses new construction, maintenance, repair alterations,
demolition and design build of Navy buildings and structures. The work
will be concentrated to, but not limited to Northern Division's 10
state area which includes Maine, New Hampshire, Rhode Island,
Connecticut, Vermont, Massachusetts, New York, New Jersey, Pennsylvania
and Delaware. The seed project, "Casting Pit Modernization, Building
#20, Naval Business Center, Philadelphia, PA" is for the construction
of two (2) new casting pits, retrofit two (2) existing casting pits,
pile foundation, industrial ventilation, reverberatory furnace stack
with pollution control, glazing replacement, electrical alterations,
asbestos removal and demolition. After contract award and prior to the
notice to proceed the contractor shall be required to obtain a
confidential facility security clearance. In addition, all individuals
on the work site must possess or obtain a DOD security clearance.
Security clearance may take up to six (6) months to procure. The
estimated price range for the seed project is more than $10 million. No
design service is required for the seed projects. Source Selection
procedures will be utilized for this procurement. Up to four (4)
separate contracts may be awarded to the responsible offerors whose
proposals, confirming to this Request for Proposals (RFP), are
considered to be the most advantageous to the Government as a result of
Best Value evaluation, price and other factors considered. Offerors
will be required to respond to technical/management factors including
past performance. The estimated date that the Request for Proposal
package will be available is 28 April 2000 and the estimated receipt of
proposals date is 2:00 p.m. on 26 May 2000 at Northern Division, Naval
Facilities Engineering Command, 10 Industrial Highway, MS 82, Tinicum
Industrial Park, Lester, PA 19113-2090. Future task orders under the
contract will be issued for new construction, maintenance, repair
alterations, demolition and design build of Navy buildings and
structures at various locations. The anticipated range for each task
order will generally be between $1M and $20M. Participation in the
pre-proposal conference or site visits for future task orders will be
the responsibility of the offerors and are not directly reimbursable by
the Government. Failure to submit proposals on future task orders my
result in the Government not placing future orders on that contract.
Task orders may require multi-disciplined design services in all
aspects of structural construction for new and renovation projects. All
key professional disciplines shall be registered. THIS SOLICITATION IS
BEING ISSUED ON AN UNRESTRICTED BASIS INVITING FULL AND OPEN
COMPETITION. The SIC (Standard Industry Code) for the seed projects is
1541 and the Small Business Size Standard is $17M. In accordance with
FAR 5.102(a)(7), availability of the solicitation will be limited to
electronic medium. The Request for Proposal package will NOT be
directly provided in a paper hard copy format. The address for

planholder's list. So when the Request for Proposal package becomes
available your company will receive a e-mail letting you know that you
can now download the RFP package from the Internet. An
officialPlanholders list will be maintained on-line and can be printed
from the web site. Planholders lists will not be faxed. Recording
companies and Blueprint companies are also required to register.
Notification of any changes to this solicitation (Amendments) shall be
made only on the Internet. It is therefore the contractor's
responsibility to check the internet site listed below daily for any
posted changes to the solicitations plans and specifications. Per the
Debt Collections Improvement Act of 1996, The Defense Federal
Acquisition Regulation Supplement (DFAR) has been amended to require
all contractors to register in the Department of Defense (DOD) Central
Contractor Registration (CCR) Database. Be advised, failure to
register in the CCR makes an offeror ineligible for award of DOD
