(303) 969-2197 The National Park Service (NPS)intends to procure
commercially available risk management services. This is a combined
synopsis/solicitation for commercial servicesprepared in accordance
with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. The solicitation and incorporated
provisions and clauses are those in effect through FAC 97-16. SIC code
8741 will apply to this requirement. This announcement constitutes the
only solicitation, and therefore, no formal written solicitation will
be issued.The following specifies risk management program requirements
for the National Park Service. The offeror shall establish a process
for each NPS site selected that will result in full implementation of
the NPS "Risk Management Program Elements", which are as follows: These
elements are fundamental to an effective safety program and for the
achievement of our GPRA goals addressing safety, health and workers
compensation management. a. Active Management Leadership and Program
Evaluations.-Management routinely demonstrates personal commitment to
and involvement in worker safety and health protection.-Safety and
health integrated into the overall planning cycle.-Written safety and
health program appropriate for size of work site that addresses all
elements in this checklist.-Results-oriented safety and health
policy.-Policy and program focus on at-risk behaviors.-Clearly assigned
safety and health responsibilities with documented accountability from
top management to line supervisors.-Annual safety and health written
program evaluations, with recommendations, action plans, and
verification procedures.-Adequate authority to carry out assigned
responsibilities.-Necessary resources to meet responsibilities.-Quality
protection for all contract employees equal to that provided for your
own employees.b. Work Site and Program Analysis.-Methods such as
comprehensive safety and industrial hygiene surveys to identify
existing or potential hazards in the workplace.-Pre-use analysis
procedure for new processes, materials, or equipment to determine
potential hazards.-Routine industrial hygiene monitoring of toxic
substances and noise.-Monthly self-inspections (weekly for
construction) with written documentation and hazard correction
tracking.-Routine hazard analysis procedures such as a Job Hazard
Analysis (JHA)/Behavioral Job Analysis (BJA) that result in improved
work practices and/or training for employees.-Written hazard reporting
system enabling employees to pass on observations or concerns to
management without fear of reprisal.-Accident investigations with
written documentation.-Method of documenting all identified hazards
until controlled or eliminated.-Analysis of trends in injury/illness
experience and in hazards found, to identify patterns of problems and
to implement program adjustments.c. Mitigation of Identified Hazardous
Conditions and Unsafe Work Practices.-Access to certified safety and
health professionals.-Engineering and administrative controls adequate
for hazards at the work site.-Written safety rules and practices that
are understood and followed by all employees.-Consistent disciplinary
system applied to all employees (including supervisors and managers)
who disregard the rules.-Written rules for use and maintenance of
personal protective equipment. -Written plans to cover emergency
situations.-Hazard correction tracking procedure.-Onsite or nearby
medical and emergency services.-First aid and CPR-trained personnel
available onsite during all shifts.-Use of occupational health
professionals in hazard analysis as appropriate.-Documented ongoing
monitoring and maintenance of workplace equipment.d. Provision for
Employees and Employee Union Involvement and Support.-Employee and
employee union involvement in all activities that have a major effect
on the safety and health program.e. Effective and Appropriate
Safety/Occupational Health Training. -Management, supervisory, and
employee training with emphasis on safe behavior and safety and health
responsibilities.-Training in theuse and maintenance of personal
protective equipment.-Emergency preparedness drills, including annual
evacuations.-Documentation of all training received, including
assessment procedures.f. Visitor protection from all identified hazards
which National Park Service operations create or should reasonably
control.2. Consult with the NPS Risk Management Program Manager on the
development and implementation of useful safety management systems
that are compatible to the organizational culture of the National Park
Service.3. Evaluate existing park safety practices, accident data, and
attitudes of park staff and employees toward safety, and based on this
information, assist the park management in determining the best
approach toward an employee safety and health program. May include
advice on design and implementation for specific programs and actions
to support an integrated safety management program.4. Assist in the
design and delivery of a workshop at any NPS unit, designed to instruct
senior park management how safety leadership can and should be
demonstrated.5. Assist in the design and delivery of employee
workshops, including provision of all necessary training materials, at
each major unit of the park (some parks have districts remote from
"headquarters") that result in the development and implementation of a
park (or unit) risk management plan/process. This plan will be
developed by employees with full management support and in
collaboration with appropriate union representatives. The process will
be non-threatening, easily understood at all organizational levels,
and will engender participation and feelings of "ownership."6. Train
all park employees, including provision of all necessary training
materials, in the principles and of safe work practices and behavior
that is easily understood and practiced.7. Provide on-site consulting
services over the first 12-month period. Provide approximately 2
follow-up visits the second year to evaluate progress and offer
recommendations for improvement. Additional consulting support beyond
the original authorization shall require the written authorization of
the Risk Management Program Manager. The park size shall be the
determining factor as to the requirement of additional consulting
support, and shall be mutually agreed upon both by the Contractor and
the Government.8. Provide support through an "800" telephone number.
Reasonable and customary consulting fees (based on daily rates) and
expenses may be incurred for such service.9. Provide written quarterly
reports to park management and to the WASO Office of Risk Management
on the status of each park program being developed/implemented
including accomplishments, agreements, training sessions, other
pertinent information, and Park/Contractor proposed implementation
time-line for the remainder of the 12-month period. 10. Provide a final
written report including all pertinent details, accomplishments,
supporting data, and recommendations for continued program improvement
to the park management and to the WASO Risk Management Program
Office.11. This contract will continue twelve months from contract
award, with Options one, two, three, and four being exercised at the
Governments' discretion.EVALUATION FACTORS:Past Performance 20
points,Price 25 points, Technical (oral presentation included)55
points.TECHNICAL FACTORS,30 Points-1. A proposal should be submitted
which will show how the offeror will establish and implement a park
occupational safety and health program for a park that will result in
full implementation of the National Park Service "Risk Management
Program Elements." The proposal shall include a sample plan on how to
establish and implement an effective employee occupational safety and
health program using the behavior-oriented approach, with major
emphasis on safe work practices and behavior. The proposal shall be no
longer than 60 pages in length. The proposal will be rated using the
following criteria: A. Establishment of a process at an NPS park that
results in full implementation of the Risk Management Program Elements.
B. Consultation on the development and implementation of culturally
useful safety management systems.C. Evaluation of existing park safety
practices, accident data, and employee attitudes to assist in
determining best approach toward an employee occupational safety and
health program.D. The design and delivery of workshops as required for
both management and employees necessary for the development and
implementation of a park risk management plan/process, including all
workshop materials.E. Training to employees in the principles of safe
work practices and behavior, including all training materials.25
Points-2. The contractor will be rated on the following knowledge and
technical expertise:A. Current theory and principles of risk
management.B. A working knowledge of the theories, principles and
practices of risk managment and managing at-risk behavior approaches to
employee safety and health, including an understanding of the
sociological roots of risk-taking behavior in the occupational
environment; alsopossesses knowledge of social science research
relating to employee safety.C. A thorough understanding of
organizational culture and how cultural changes can be achieved.D.
Contractor has professional-technical experience in establishment and
implementation of effective employee occupational safety and health
programs. Contractor must provide three (3) references from customers
with similar work sites as found in the National Park Service.E.
Contractor experience in managing employee occupational safety and
health programs in a cost-effective manner.F. Oral presentation (if
requested) is to be no longer than one (1) hour, to include support of
technical proposal.Offeror shall propose three (3) levels of "Price
Per Capita", based on number of personnel per park. 1 -- 60 Park
Personnel, 61 -- 150 Park Personnel, 151 -- Unlimited Park
Personnel.Travel associated with this contract shall be reimbursed in
accordance with the current Federal Travel Regulations. Each contract
shall have a guaranteed minimum of $25,000.00. The following provisions
