EIG/PKL, Contracting Flight, has a requirement for nonpersonal services
for operations, maintenance and recurring support services of the Base
Telecommunications System (BTS) at Nellis AFB NV. The proposed
contract is for a base period and four option periods totaling
approximately 60 months. The DCO switching system is a Lucent
Technologies G3r with software release version 6.3 (anticipated update
to version 7.1 before contract award), and 5 EPN-S remote switch
terminals. The G3r is equipped with approximately 7028 voice and data
lines, 8 DS1 trunk interfaces and 728 analog trunks. The Command Post
switching system is a DCSS 240E equipped with 3 UN275 Condition circuit
packs, 1 TN1293 4W Line/Attendant Interface circuit pack, 5 TN 1298 E&M
Trunk circuit packs, and 23 TN 1295 CO Line circuit packs. The Lodging
Switch is a NEC NEAX 2400 IMS equipped with approximately 518 ports
and 3 DS1 Trunk interfaces. It is wired for approximately 1104 ports.
Also included are a main distribution frame, inside and outside cable
plant, ancillary equipment, and customer premise equipment. This will
include installation of telecommunications wiring in dormitories,
military family housing, visiting airmen_s and officer_s quarters, and
temporary lodging facilities. Foreign participation is permitted only
at the subcontractor level. All responsible domestic offerors may
submit proposals. For this acquisition, a concern will be considered
small under SIC 7378 with size standard of $18,000,000.00. Based upon
market research, the Government is not using the policies contained in
Part 12, Acquisition of Commercial Items, in this solicitation for the
described supplies or services. However, interested persons may
identify to the contracting officer their interest and capability to
satisfy the Government's requirement with a commercial item within 15
days of this notice. An Acquisition Ombudsman, Colonel Steven H.
Sheldon, Director, Commander's Staff, has been appointed to hear
concerns from offerors or potential offerors during proposal
development. You should only contact the Ombudsman with issues or
problems you cannot satisfactorily resolve with the program manager
and/or contracting officer. The Ombudsman role is to hear concerns,
issues, and recommendations and communicate these to the appropriate
government personnel. The Ombudsman will maintain strict
confidentiality if desired. The Ombudsman does not evaluate proposals
