is being revised to allow for full and open competition. For contract
award purposes, there will be small business goals contained in the
solicitation. The CBD announcement published on February 29, 2000, is
hereby revised to change the procurement from a small business
set-aside to full and open competition. Additional information related
to the procurement is as follows: Contractor(s) shall develop new crop
insurance and other risk management programs that will include, among
other things, conducting market research; proposing an appropriate risk
management tool; creating forms, contracts, and procedures; creating
actuarial or economic models that projects program income and expenses;
and insuring that the program will comply with USDA/Risk Management
Agency's business processing system and legislative authority. The
contracts will contain a base period and four, one year option periods.
July 7, 2000, is the anticipated due date for proposal submission, not
the date for the issuance of the solicitation (refer to the
solicitation for the specific proposal due date and time which may be
revised based on the actual solicitation release date). This
procurement is being conducted under SIC Code 6331. It is anticipated
that this procurement will result in the award of multiple, Indefinite
Delivery, Indefinite Quantity (IDIQ) fixed price contracts. Telephone
requests for the solicitation will not be honored. The RFP document
was developed using Word Perfect 8.0 and Word and will only be
available through the USDA Farm Service Agency Contracting Home Page
(AMB Web page). All amendments and other information regarding the
solicitation will be issued through the AMB Web page. A
pre-solicitation conference was conducted on May 4th. The transcript of
the conference is located on the AMB Web page. Based on comments
received during the pre-solicitation conference, the procurement will
be conducted as a fully competitive procurement. Potential offerors
will be responsible for monitoring theAMB Web page for amendments and
any other procurement related information. The AMB Web page is
