A negotiated firm fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will award one contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, will be the "Best Value" to the Government, price, technical, and past performance factors considered. The Government reserves the right to award a contract to other than the lowest proposed price. Offerors shall submit proposals that can be accepted solely on the basis of the initial offer, as the Government may proceed with award of a contract without further discussion.
