S -- JANITORIAL SERVICES, NAVAL AIR ENGINEERING STATION, LAKEHURST, NJ AND NAVAL INVENTORY CONTROL POINT, MECHANISBURG, PA SOL N62472-00-R-0809 DUE 071000 POC Al Randazzo, Contract Specialist, 610-595-0623 This is a Pre-Solicitation Notice: The Department of the Navy (DON) intends to issue a Request for Proposal (RFP) N62472-00-R-0809, Janitorial Services at the Naval Air Engineering Station, Lakehurst, NJ and the Naval Inventory Control Point, Mechanicsburg, PA by means of Competitive 8(a) procedures with qualified (SBA certified) contractors. The RFP will contain two (2) separate janitorial specifications at two (2) different locations. Contractors may submit a proposal for one or both of these specifications. Contractors submitting proposals for both sites must submit two separate technical and price proposals. Two separate awards will be made. However, the Government reserves the right to award both projects to a single contractor or to award to two different contractors. Both contracts will be a combination Firm-Fixed Price, Indefinite Quantity contracts with Service Contract Wages. The Term of the contracts will be for a Base Period of 12 months plus four (4) 12 month options. The Standard Industrial Code (SIC) is 7349 and the Small Business Size Standard is 12 Million. Source Selection procedures will be utilized for this procurement and interested firms will be required to respond to evaluation factors which include both price and technical factors. The Technical Factors are Relevant Past Performance, Management and Organization Including Staffing and Quality Control/Customer Service Plan. Based on the proposed prices and other non-price factors for each of the specifications under the solicitation, the firm(s) offering the proposal considered most advantageous to the government will be selected to receive the contract award(s). The Contractor shall furnish all labor, materials, supervision, tools, equipment, transportation, and management necessary to provide Janitorial Services in accordance with the specifications. Janitorial services apply to designated spaces including, but not limited to, halls, rest rooms, office spaces, work areas, entranceways, lobbies, storage areas, and exterior entrances.Cleaning shall include areas under furniture, furnishings, floor mats and runners. All furniture, furnishings, floor mats and runners shall be returned to their proper location after cleaning has been completed. Work locations and specific frequencies of service will be listed in the individual specifications. This Request for Proposal package will be available on the Internet.
