combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation Number FA4416-00-Q0032 is
issued as a Request for Quotation (RFQ). This solicitation document and
incorporated provisions are those in effect through Federal Acquisition
Circular 97-17. This is a 100% small business set aside. The SIC code
is 1731. The size standard is $7.0. The contractor shall provide the
following: Item 0001: search and inspect the existing panelboard
feeding Room A306, Bldg 1535, and ensure all circuits are identified
before disconnection; Item 0002: Disconnect all circuits from existing
panelboard feeding Room A306 and connect these circuits to the new
panelboard; Item 0003: Provide one panelboard (10,000AIC) with 100A
main circuit breaker, 120/208V, 3phase, and 4w with 12 circuit
breakers, 20A each. From the Automatic Transfer Switch (located in the
generator room) connect and use four #1/0 AWG in 1.5_ conduit
(approximately 200 ft) to new panelboard (to be installed near or in
Room A306). Item 0004: Provide a surge suppressor for the new
panelboard, 120/208V, 3 phase, and 4W (15,000A-surge capacity). Surge
suppressor shall be installed before the main circuit breaker of the
new panelboard; Item 0005: Provide one 80A, 240V, 3 pole circuit
breaker with enclosure to be connected from generator to automatic
transfer switch. Connect and use four #2 in 1.25_ conduit
(approximately 50 ft). The provision at FAR 52.212-1, " Instructions to
Offerors-Commercial Items and addenda's. FAR 52.237.1 Site Visit and
FAR 52.228-5 Insurance -- Work on a Government Installation, is
applicable to this acquisition. The provision FAR 52-212-2 Evaluation
-- Commercial Items is applicable to the solicitation and the blanks in
(a) are completed as follows: Price and Past Performance.Offerors shall
include with their offers, a completed copy of 52.212-3, Offeror
Representations and Certifications -- Commercial Items; FAR clause
52.212-4, Contract Terms and Conditions Commercial Items is applicable
to this solicitation. FAR clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items is applicable and the following clauses are checked:
52.232.33, Payment by Electronic Funds Transfer-Central Contractor
Registration and 52.222-41 Service Contract Act of 1965, as amended (41
U.S.C. 351, et seq.). DFARs clause 252.204-7004 Required Central
Contractor Registration is applicable to the solicitation. The full

Jun 2000 at 10:00 AM Eastern Time. Attendees shall meet at Bldg 1840,
Main Gate Visitor Center, Andrews Air Force Base MD and should contact
the contract specialist below by 14 Jun 2000 before 3:30 PM Eastern
Standard Time to be granted access to the base. Responses to this RFQ
must be received via fax, mail or delivery by 21 Jun 2000 no later than
4:00 PM Eastern Standard Time at the 89th Contracting Squadron, 1419
Menoher Drive, Andrews AFB Maryland. They should be marked with
solicitation number and addressed to Jim Harris. Vendors not registered
in the Central Contractor Registration (CCR) database, prior to award
will be ineligible for award. Vendors may register for CCR by calling
1-800-334-3414 or register on line at www.CCR2000.com. Contractors are
requested to review the Statement of Work posted as DRAFT on EPS
(Electronic Posting System). Contractors are required to check the
