The Systems Development Branch of the USDA Farm Service Agency (FSA), Information Technology Services Division, is seeking a contractor to perform software maintenance, development, and user assistance for both existing and new application systems. The contractor will assist FSA in providing computer applications support for the Foreign Agricultural Service (FAS). Services provided by the contractor may include, but will not be limited to, requirements definition, design, development, testing, implementation, and maintenance of applications for both database and non-database systems residing on minicomputers and PCs, and implemented in interactive, batch, client-server, and Web-based modes of operation. Maintenance and enhancements to existing systems will require the contract staff to have demonstrated working experience with the following platforms and database management systems: Windows 95/NT, Windows 98/2000, DEC Unix, and DEC OpenVMS operating systems; Banyan Vines LAN; and Sybase and DEC/Rdb database management systems. Staff must also have demonstrated fluency in the following computer languages: PowerBuilder, C, C++, COBOL, Visual Basic, Delphi, SQR, HTML, SQL, and Active Server Pages. This procurement will be conducted using FAR Part 12 -- Acquisition of Commercial Items. This procurement is being conducted as a competitive 8(a) contract. This procurement will be a performance based service contract and is being conducted under SIC Code 7379. It is anticipated that this procurement will result in an Indefinite Delivery, Indefinite Quantity (IDIQ), fixed price contract. The contract will contain a base year and four, one year option periods. August 3, 2000, is the anticipated due date for proposal submission, not the date for the issuance of the solicitation (refer to the solicitation for the specific proposal due date and time which may be revised based on the actual solicitation release date).
