R -- ENGINEERING AND ANALYTICAL SERVICES SOL N00174-00-R-0047 POC Kay Proctor Navsea Indian Head has a requirement for Engineering and Analytical Services. This will include engineering, research, development, prototyping, test, integration, operational demonstration, and program management support services to assist the Navy, Air Force, Army, Marine Corps, other DoD and non-DoD activities, and other various Government agencies having similar efforts. This will be a full and open cost plus fixed fee, indefinite delivery, indefinite quantity type contract, with a period of performance of one year (365 days) from the date of contract award and four (4)one year (365 days) options. Delivery orders will be placed on the contract to identify specific work to be performed in accordance with the requirements stated in the statement of work. Delivery schedule is determined in each individual delivery order. Award shall be based on "Best Value". The Government will determine best overal value on the basis of the following Evaluation Factors (in descending order of importance): (1) OfferorSubmission; (2) Offeror Capability (3) Price or Estimated Cost and Fee.
