Systems Command (NAVAIR) anticipates contracting for a 12 month lease,
with option to purchase during the lease period, or at the end of the
lease period, one Boeing 707-300 series aircraft with JT3D-3B engines
to serve as an E-6 In-Flight Trainer aircraft. The leased aircraft
will be used to accomplish approximately 1,000 flight hours and 3,000
ground-air-ground cycles annually training E-6 pilots. A complete data
package for the aircraft proposed for lease/purchase is required in
the first quarter FY01. Aircraft availability is desired in the first
quarter of FY01. The 707-300 airframe for this effort must show
compliance with the following: (1) a current Federal Aviation
Administration (FAA) Airworthiness Certificate issued in accordance
with Federal Aviation Regulation (FAR) Part 91 (if the proposed
aircraft is of foreign registry, an equivalent certificate of
airworthiness issued by the aviation regulatory body of the government
for which the aircraft is registered is an acceptable substitute) and
be able to operate in accordance with FAR Part 91; (2) all
Airworthiness Directives, Advisories and Service Bulletins; (3)
Original Equipment Manufactures Service Bulletins; (4) and the ability
to obtain a NAVAIR 4.3 airworthiness flight clearance per NAVAIR
Instruction 13034.1A. All organizational and depot maintenance will be
provided at Tinker AFB under the current C-18 Contract Maintenance
(F34601-97-C-0443). This contract maintains the Boeing 707-300 airframe
in compliance with the Navy Maintenance Plan. Navy pilots will operate
the aircraft throughout the United States, including Alaska, Hawaii
and Puerto Rico. This solicitation is unrestricted. Potential offerors

released on the NAVAIR Website (www.Navair.Navy.Mil) within 15 days of
