Provide personnel, equipment, labor, supplies, tools, materials, supervision and other items necessary to print and distribute a weekly Civilian Enterprise (CE) Newspaper (Title: THE WHEEL) for Fort Eustis, Virginia. As part of the proposal, each Contractor shall submit two (2) each of three (3) Civilian Enterprise Newspapers published by the Contractor. A decision to award shall be based on the outcome of sample comparison, as well as other factors. The published material shall be at no cost to the Government. The Publisher shall look solely to advertising revenue to fund the cost of the publication. It will be published weekly, 10,000 copies per week, 50 weeks per year. The contract will be for a period of one year, with four annual renewal options (a possible total of five years for the contract). This procurement is unrestricted. The Standard Industrial Code (SIC) is 2752. The applicable small business size standard is no more than 500 employees.
