Intelligence Center, Directorate of Data Exploitation, Signals
Exploitation Division (NAIC/DXS), Wright-Patterson AFB, Ohio is seeking
to qualify contractors who can provide a quick reaction capability in
system integration for the re-capitalization of its signal intelligence
data processing laboratories. This effort will require engineering
expertise to design, acquire, and integrate systems to implement new
techniques and technology for the collection, processing, and analysis
in the mission area of signal exploitation. This contemplated action
is expected to be $45 million over a five year period. Potential
sources must provide in their response to this announcement the
following information: 1) Evidence of previous technical knowledge and
expertise in the processing and analysisof Electronic Intelligence
(ELINT), Data Communications Signals (PROFORMA), Foreign
Instrumentation Signals Intelligence (FISINT), and Foreign Materiel
Exploitation (FME). As they relate to item 1 above: 2) Evidence of
previous technical and system engineering experience in the
acquisition, design, fabrication, modification, implementation, and
integration of electronic and digital systems used for the processing
of signals intelligence data. 3) Evidence of previous experience in the
design, development, and maintenance of processing and analysis
software in the FORTRAN, C, C++, HTML, and JAVA programming languages.
4) Evidence of previous experience in the design, development, and
maintenance of processing and analysis software in the X-Windows MOTIF
and Common Desktop Environment (CDE) graphical user interfaces. 5)
Evidence of previous experience in secure communications and computer
networking technology including Ethernet, FDDI, ATM, and
Gigabit-Ethernet. 6) Evidence of previous experience in computer
operating systems including UNIX, WindowsNT, and OpenVMS. 7) Evidence
of previous experience in DOD computer security requirements in
accordance with the Director of Central Intelligence Directive (DCID)
1/16 and the Joint DoDIIS Cryptologic SCI Information Systems Security
Standards (JDCSISSS). 8) Evidence of the possession of TOP SECRET/SCI
cleared personnel and facility in accordance with Industrial Security
Manual (DOD 5220.22M). 9) Evidence of the ability to provide on-site
and off-site contract performance. 10) Evidence of the possession of
required facilities to support this effort including a machine and
assembly shop, electronics laboratory, computer operations facility,
office and conference facilities, and an approved Special Compartmented
Information Facility (SCIF). Acceptable and desired evidence is defined
as contractual and technical experience in SIGINT related areas within
the last five years. Provide 3 copies of responses to the above 10
items on 8.5 X 11 inch paper. Limit responses to 10 pages or less. For
additional detail please refer to the Statement of Objectives (SOO)
and the Technical Requirements Document (TRD) for the SIGINT System
Integration Contract posted on PIXS at www.pixs.wpafb.af.mil. The
purpose of this notice is to identify and establish initial interest
and point of contact from private industry. This information may be
used to prepare a bidder mailing list and design acquisition strategy.
It may also help to identify/establish commercial practices available
to the government. Any response to this notice must also include the
following: Company Name, Point of Contact, Address, Telephone and Fax
Numbers, e-mail address, Company business size (Small, Large, Minority
Owned, Woman Owned, 8a), Duns Number, Cage Code and/or Tax ID Number.
Include any suggestions of what your firm would consider standard
commercial practices. No solicitation will be issued at this time.
Participation in this effort is strictly voluntary with no cost or
obligation to be incurred by the U.S. Government. The U.S. Government
will in no way be obligated to purchase any of the services described
above, and is providing this information as general information only.
