Provide personnel, facilities, materiels (except as otherwise provided), and management for and incident to the completion and delivery of task orders as follows: develop, program, manage, operate, document, and update database management systems, LANs, and management information systems in support of the materiel development role; support program prioritization models, both manual and automated; accumulate, organize, and prepare data; prepare briefings, point papers, technical assessments, and decision papers required by DOD 5000 series directives to manage the acquisition process such as Integrated Program Summary (IPS), draft requirements documents, Acquisition Strategy (AS), Milestone Decision Review (MDR) information packages and coordination, Preplanned Product Improvement (P3I), Product Improvement Program (PIP), Configuration Management Planning (CMP), Technical and User Test plans and planning (TT/UT), Technical Data Packages (TDP), QA Plans; Transition Plans (TP), Program Integration; System Safety Analysis; and Test and Evaluation Master Plans (TEMP); Baseline Cost Estimates (BCE), Life Cycle Cost Assessments (LCCA), and Government Cost Estimates (GCE) for the US Army Medical Materiel Development Activity (USAMMDA) at Fort Detrick, MD. The requirement is set-aside for small business and the SIC code is 8741. The Government anticipates a CPFF award of a 1-year task order contract from date of award with 4 one-year options. Estimated date of award is 1 December 2000. All offerors must provide a written technical proposal discussing specified technical evaluation factors. Award will be made on a best value basis. The solicitation is expected to be issued on or around 1 September 2000 and will close at least 30 days after the issuance date.
