Description
Systems Engineering, Management, and Sustainment (SEMS) for Air Force Weather Agency (AFWA), Offutt AFB, NE. Services will include systems engineering, sustainment, management, systems analysis, performance metrics, requirements and life-cycle cost analysis, configuration analysis and management, logistical analysis and management. The successful contractor will be expected to partner with AFWA to provide systems engineering for future system enhancements, to manage the system/segment baseline, and provide industrial best practices and innovative approaches to optimize system performance. The contract type will be cost plus award fee, indefinite delivery, indefinite quantity, with fixed-price and cost reimbursement line items. The solicitation/contract will include a transition period, commencing approximately 1 Apr 2001, a base period, and five (12-month) option periods. Task orders to define specific requirements will be negotiated with the successful contractor. The Performance Requirements Document (PRD) reflects a general range of services desired, but the government may not order all services outlined in the PRD. The government will conduct this acquisition through full and open competition and source selection procedures outlined in AFFARS 5315.300. Prospective offerors are required to submit subcontracting plans with their proposals, and the solicitation/contract includes a minimum of 15% subcontracting to small/disadvantaged/woman-owned firms. The solicitation/contract includes a separate subcontracting requirement for HUBZone firms. The final RFP will be released on or about 19 Sep 2000. Non-cost proposals will be due on or about 6 Oct 2000, and full proposals will be due on or about 22 Nov 2000. Award is anticipated in Feb 2001.
